AN ORDINANCE AMENDING CHAPTER 91 SECTION 14 . A. , SCHEDULE I
PARAGRAPHS 1, 2 AND 31 CODE OF ORDINANCES, CITY OF ROUND
ROCK, TEXAS; MAKING CERTAIN ADDITIONS AND/OR DELETIONS TO
SAID SECTION; THEREBY DECLARING THE MAXIMUM PRIMA FACIE
SPEED LIMITS UPON HARRELL PARKWAY, ATEN LOOP AND WALTON WAY
WITHIN THE CORPORATE LIMITS OF THE CITY OF ROUND ROCK,
TEXAS, PURSUANT TO AND IN ACCORDANCE WITH THE PROVISIONS OF
THE "UNIFORM ACT REGULATING TRAFFIC ON HIGHWAYS' (VERNON'S
ANN. CIV. STAT. ART. 6 7 01D) ; AND PROVIDING A SAVINGS CLAUSE
AND REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS:
I.
Based
upon an engineering
and
traffic investigation
and pursuant
to and in
accordance with,
the
provisions of the
"Uniform Act
Regulating Traffic on Highways" (Vernon's Annotated Civil Statutes
article 6701d), the City Council hereby determines and declares that
except when a special hazard exists that requires lower speeds in
order to avoid
colliding
with any person,
vehicle
or other conveyance
on or entering
a street
or highway, the
limits,
specified in this
section shall be lawful, but any speed in excess of the limits
specified to this section shall be prima facie evidence that the speed
is not reasonable or prudent and that it is unlawful.
II.
That Chapter 9, Section 14 . A . , Schedule I, Paragraph (3), Code of
Ordinances, City of Round Rock, Texas, is hereby amended by g addin the
following:

Engineering and Traffic Investigation
Old Settlers Hark at Palm Valley
The Old Settlers Park at Palm Valley contains three roadways, all of which
lie entirely within Park boundaries. These roadways are paved to a width
of 24 feet and have an open shoulder.
These roads access an area being developed for active park purposes,
These roads combine motor vehicles, bicycles and pedestrians within a 24
foot wide cross section.
Harrell Parkway
This road provides the main access through the dark and connects U.S.
Highway 79 (Palm Valley BlvdJ to County Road 113.
This road includes may design characteristics which require reduced
speeds. These include a low water crossing of Chandler Creek and thirty
significant curves. These curves have the following centerline radii.

These tight curve radii combined with a narrow crass section= a
combination of motor vehicle, h. icycle and pedestrian use; and its location in
a park require a speed limit of 25 mph.
The low water crossing has been designated for a 15 mph zone on the
construction drawings. Therefore, the portion of Harrell Parkway from a
point 300 feet south of the Centerline of Chandler Creek to a point 280 feet
north of the center line of Chandler Creek requires a speed limit of 15 mph.
This short street acts as a driveway to the Old Settlers Pavilion and historic
buildings. This requires a speed limit of ZO mph.
This street connects Harrell Parkway with County Road 17Q and provides
access to a concentrated area of sportsfields. These fields will generate
substantial traffic. The road includes 7 significant curves and 5 driveways
accesses. The concentration of active sportsfields, curves and driveways
require a ZO mph park speed limit.

THE ATTACHED ORDINANCE WILL AMEND THE TRAFFIC CODE TO ESTABLISH SPEED LIMITS IN THE
OLD SETTLERS PARK AT PALM VALLEY AS FOLLOWS;
(1) A 25 MPH ZONE ON HARRELL PARKWAY EXCEPT FOR AN AREA APPROACHING THE
LOW WATER CROSSING.
(2) A 15 MPH ZONE ON HARRELL PARKWAY WHERE IT APPROACHES THE LOW WATER
CROSSING IN ACCORDANCE WITH THE ENGINEERING DESIGN,
(3) A 20 MPH ZONE ON ATEN LOOP ADJACENT TO THE ACTIVE SPORTS FIELDS,
(4) A 20 MPH ZONE ON WALTON WAY,
THE TRAFFIC STUDY BASED ON THE CONFIGURATION OF THE ROADWAY AND THE FUNCTION OF THE
PARK IS ATTACHED.
