WHEREAS, it has been determined by the City's engineering staff
that it is necessary to install a 16" by-pass water line at the City's
South Creek Pump Station, and
WHEREAS, the City Council hereby determines that the installation
of said water line is necessary to preserve or protect the public
health or safety of the City's residents, and therefore falls within an
exception of the State's bidding requirements, and
WHEREAS, Cunningham Constructors Associates, Inc. has submitted
a Proposal to provide said services, and
WHEREAS, the City Council desires to accept said Proposal from
Cunningham Constructors Associates, Inc., Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a Proposal from Cunningham Constructors Associates,
Inc., a copy of same being attached hereto as Exhibit "A" and
incorporated herein for all purposes.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.
RESOLVED this 4th day of December, 2003.

tapping saddle rate at 225 psi working pressure and one 16" tapping valve.

ITEM: 8.D.1. Consider a resolution authorizing the Mayor to execute a Proposal with
Cunningham Constructors & Associates, Inc. for equipment, materials
and installation of the Southeast 16" Water Line Bypass Improvements.

History: While attempting to remove the South East Ground Storage Tank from service
for painting, we discovered that due to existing water demands in the southeast
quadrant of the City's water distribution system, severe water shortages would
occur if the pump station were to become inoperable. In order to correct this and
deliver adequate water pressure and fire flows to this area of town the proposed
by-pass line is required. If the southeast ground tank and pump station were to
become disabled for any reason, we would lose the ability to provide adequate
fire flows to the southeast quadrant of our water distribution system within eight
hours. The timely completion of these improvements is critical to the public
health, safety and welfare. Therefore, we requested proposals from three firms
that had successfully completed similar projects for the City. The lowest
responsible proposal was from Cunningham Constructors & Associates, Inc.
Funding:
Cost: $38,951.00
Source of funds: Capital Project Funds (Self -Financed Utility)
Outside Resources: HDR Engineering, Inc.
Impact/Benefit: To provide adequate fire flows to the Southeast quadrant of town.
