WHEREAS, the City Council has previously adopted Resolution No.
R -02-11-26-10C1 adopting policy and procedures for naming City
Facilities, and
WHEREAS,a written request was submitted to the City Manager to
name the proposed senior citizen center in honor of Allen R. Baca, and
WHEREAS, in accordance with the adopted policy a committee
composed of the City Manager, Director of the Library, Director of
Planning and Community Development, and the Director of Parks and
Recreation researched, reviewed and studied the request and supporting
documents, and
WHEREAS, said committee has submitted its recommendation to the
City Council to name the proposed senior citizen center in honor of
Allen R. Baca, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the proposed senior citizen center hereafter be named the
Allen R. Baca Senior Center.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

POLICY FOR NAMING CITY FACILITIES,PARK LANDS, AND STREETS
I. PURPOSE
The purpose is to establish a systematic, fair, and consistent policy and process for naming and
renaming City facilities, public park lands, and public streets. The policy provides for citizen
input, recommendations from a diverse committee, and City Council approval to adopt all names.
H. INTENT
The success and vitality of the City depends on the contribution and support from citizens,
volunteers, financial donors, community leaders and officials. Honorees may include individuals,
groups, companies or corporations. The City welcomes the opporhuiity to honor those who have
demonstrated outstanding service and have worked to enhance our community. A fair and
impartial policy is necessary to assure that naming or dedicating a facility based on an individual,
group or corporation is reserved for those most deserving and appropriate, and to recognize
substantial gifts benefitting the City. Further, naming decisions should not be influenced by
personal prejudice, favoritism,political pressure or temporary popularity.
M. OBJECTIVES
The naming process of City facilities,park lands and streets should:
Advance the reputation of the City as well as increase the understanding and
public support for its programs;
Ensure ready identification or geographical association by the public;
Encourage public participation in the naming, renaming and dedication of City
facilities;
Encourage naming of City facilities in accordance with the geographical, cultural,
historical or ecological features indigenous to the site and the community; and
Encourage the dedication of lands, facilities, or donations by individuals and
groups.
IV. CRITERIA
A. GENERAL CRITERIA
The naming of a City facility may be based upon the following:
1. A monetary, grant,donation or bequest to the City;
2. A substantial community service that has had a major impact or benefit to a large
sector of the City from an individual who:

a. demonstrates dedication to service in ways that brings special credit to the
City,or
b. volunteers and gives extraordinary help to individuals, families, groups, or
community services;
3. Memoriam for an individual, who may be considered only after he /she has been
deceased for a minimum of one year;
4. Honoring a living individual which will be subject to the most careful examination;
and/or
5. Honoring City officials, management, staff or appointed public officials who may
be considered after the employment or public service has concluded for a minimum
of one year.
B. CITY FACILITIES
1. As a general policy, City facilities shall be named in accordance with geographical,
historical or ecological features indigenous to the site or to the immediate vicinity of
the site.
2. Requests to name City facilities for an individual or group are to be evaluated on
basis of the following:
a. where the individual or group has made a significant monetary gift or significant
land gift; or
b. where the individual or group has made a significant contribution to the
Community of Round Rock.
C. PUBLIC STREETS
This policy only applies to streets after they have been dedicated as public.
1. The criteria for naming City facilities set out in Section V. subsection A. above shall
apply to public streets.
2. A public street shall not be renamed unless the owners of two-thirds of the linear feet
of the abutting property agree to change the name of the street. Individuals, and
groups submitting the request shall be required to provide a notarized list of the
concurring property owners' agreement.
3. The name of a street that is located within a designated historical district shall not be
changed unless there are compelling reasons for the change.
D. PARK LANDS
1. Regional / City level parks may be named after a geographical designation, a
predominant physical feature of the land, a historical name, organizations, or the
name of an individual.
2. Community and neighborhood level parks should be namedafter the subdivision
which dedicated the land,the name of the neighborhood, organizations, or the name
of an individual.
3. The suffix"park"should be added to the name of the park.

4. Areas,facilities, and accessories such as playgrounds,pavilions or sport Melds within
a park can be named differently using the above stated criteria.
E. RENAMING OF A CITY FACILITIES OR PARK LANDS
Renaming of a City facility is strongly discouraged. Once it is named after an individual,
the name of the public property should not be changed unless there are compelling
reasons presented for the change. Requests to change a name should be subject to the
most critical examination so as not to diminish the original justification for the name or
discount the value of the prior contributors.
V. PROCEDURES
A. SUBMISSION OF REQUESTS
Requests for the naming or the renaming of City facilities, park lands, and public streets
shall be submitted in writing to the Office of the City Manager. The person(s)submitting
the request shall provide background information regarding the rationale behind the
request, including biographical information if the proposal is to name the property for an
individual. Any letters from appropriate organizations and individuals which provide
evidence of substantial local support for the proposal shall be submitted at that time.
B. SUBMISSION TO COMMITTEE
The City Manager shall submit the request to a committee consisting of the City
Manager, Director of the Library, Director of Planning, and the Director of Parks and
Recreation. Said committee shall research,review,and study the recommendation and all
its supporting documentation.
C. SUBMISSION TO THE CITY COUNCIL
The committee shall submit its recommendation regarding the request to the City
Council. The City Council shall finally determine the name of the city property.

Justification: Naming the Senior Center after Allen Baca will be a continual
reminder of a citizen who dedicated his life to making the
world better through serving first his country and his
community. Also, naming the center after Mr. Baca, at this
time, will allow us to incorporate his name in the design of
the building.

Background Information: Allen Baca has been an advocate for the seniors of Round
Rock and championed formulation of the Round Rock Senior
Citizens Center. Allen, a member of the Round Rock
community since the early 80's, worked from 1980 to 1993
for the Texas Department on Aging and was awarded the
Points of Light Award in 2002 for his volunteer services
throughout his life.
