R -04-02-26-8D3 WHEREAS, the City of Round Rock desires to retain professional appraisal services regarding the acquisition of right-of-way for the widening of Sam Bass Road, and WHEREAS, Paul Hornsby & Company has submitted an engagement letter to provide said services, and WHEREAS, the City Council desires to enter into said engagement letter with Paul Hornsby & Company, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City an engagement letter with Paul Hornsby & Company for appraisal services regarding the acquisition of right-of-way for the widening of Sam Bass Road, a copy of same being attached hereto as Exhibit "A" and incorporated herein for all purposes. Part To Be Acquired: An irregular shaped drainage easement comprising 0.553 acre (24,089 SF), located primarily in the southwestem portion of the whole property and extending in a northerly direction through the west -central portion of the whole property. Remainder: Approximately 2.21 acres of land comprised of three separate tract improved with single-family residences, subject to the above - referenced easement. Purpose of the Appraisal: To estimate just compensation for the proposed acquisitions. Use of the Report: To assist the client in negotiations involving the acquisition of right-of-way for the widening of Sam Bass Road and the acquisition of associated easements. Appraisal & Reporting Standards: The appraisals will be developed and the reports will be prepared in conformity with and subject to the requirements of the Uniform Standards of Professional Appraisal Practice (USPAP) of the Appraisal Foundation and the Code of Professional Ethics and Standards of Professional Appraisal Practice of the Appraisal Institute. We will undertake complete appraisals, the results of which will be set forth in summary appraisal reports as defined by Standard Rule 2-2(b) of USPAP. The fee reflects an 11 -parcel assignment and is contingent on all appraisals being undertaken concurrently. With the exception of Parcel 5, the quoted fees assume appraisal of land only. Should additional improvements need to be appraised, the fee would be raised to a mutually agreed amount. Time spent in addition to the initial appraisals, including, without limitation, meetings, depositions, mediation, arbitrations, trial and preparation for testimony, will be paid monthly, as incurred, at the following hourly rates: Paul Hornsby: $250/hour Staff Appraisers: $125-$200/hour Research Assistant: $85/hour Completion: As soon as possible, but not later than 60 days from authorization.
