R-12-11-20-G11 - 11/20/2012RESOLUTION NO. R -12-11-20-G11 A RESOLUTION ADOPTING A BUDGET FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR THE 2012-2013 FISCAL YEAR. WHEREAS, the Finance Department has submitted a proposed operating budget for fiscal year 2012-2013 for the Community Development Block Grant Program, and WHEREAS, the City Council wishes to approve said proposal, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the operating budget submitted by the Finance Department for the Community Development Block Grant Program for fiscal year 2012-2013, attached hereto as Exhibit "A", is hereby approved. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Meeting Date: November 20, 2012 Department: Finance Department Staff Person making presentation: Cheryl Delaney Finance Director Item Summary: The Community Development Block Grant Program (CDBG) was developed in 1974 and works to ensure decent affordable housing and to provide services to the most vulnerable in our communities. CDBG is an important tool for helping tackle serious challenges facing our community. To be eligible for CDBG funding, activities must meet one of the three national objectives of the program which are 1) benefit low to moderate income persons 2) prevention of slums or blight 3) meet and urgent need. The City is required to adopt an Annual Action Plan for the City of Round Rock's Community Development Block Grant Program (CDBG). The City of Round Rock has been awarded $482,431 in CDBG funds for Program Year 2012- 2013 (October 1, 2012 — September 30, 2013). Consider an ordinance adopting the Community Development Block Grant (CDBG) budget for Program Year 2012- 2013. The 2012-2013 Program Year is the fourth year of the Five Year Consolidated Plan (2009-2013). These funds will be used for the Community Development Block Grant activities approved in the Fourth Program Year Action Plan that was adopted at the August 9, 2012 City Council meeting by Resolution R -12-08-09-G1. The following programs will be funded in fiscal year 2012-2013: Public Services 59,856 (12.4%) Infrastructure 326,089 (67.6%) Program Administration 96,486 (20%) 2011-2012 Budget: $482,431 Cost: $482,431 Source of Funds: CDBG HUD Entitlement Grants Recommended Action: Approval
