R -12-12-06-F4 A RESOLUTION AMENDING "APPENDIX A: FEES, RATES AND CHARGES" TO THE CODE OF ORDINANCES, CITY OF ROUND ROCK, TEXAS, RELATED TO CHAPTER 10, BUILDINGS AND BUILDING REGULATIONS. WHEREAS, the City wishes to amend the residential construction fees regarding fire sprinkler system plan review and inspection, fire alarm system plan review and inspection, and fire inspection for certain institutional facilities; Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, I. That "Appendix A: Fees, Rates and Charges" to the Code of Ordinances, City of Round Rock, Texas, related to Chapter 10 — Buildings and Building Regulations, is hereby amended to read as follows: CHAPTER O BUILDINGS AND BUILDING REGULATIONS Article II. Technical Codes: Division 2. Building Codes: 10-47 Residential construction: For all new residential construction, a permit fee for each building shall be paid at the time of filing the permit application, in accordance with the following schedule: For single family residential construction $285.00 For duplex residential construction $320.00 For townhouse and multi -family construction $60.00 plus $0.08 per square foot of shall be paid at the time of filing the permit application, said fee to be for review of building plans for compliance with Fire Code requirements and for initial in -field inspection of each building Commercial and office construction: For all new commercial and office construction, a $0.08 per square foot of floor permit fee in the amount shown shall be paid for each space building at the time of filing the permit application For all new commercial and office construction, a fee in $0.05 per square foot of floor the amount shown shall be paid at the time of filing the space permit application, said fee to be for review of building plans for compliance with Fire Code requirements and for initial in -field inspection of each building Industrial construction: For all new industrial construction, a permit fee in the $60.00 plus $0.08 per square foot amount shown shall be paid for each building at the time of floor space of filing the permit application For all new industrial construction, a fee in the amount $0.05 per square foot of floor shown shall be paid at the time of filing the permit space application, said fee to be for review of building plans for compliance with Fire Code requirements and for initial in- field inspection of each building Other types of construction: For all other types of new construction, a permit fee in $60.00 plus $0.08 per square foot the amount shown shall be paid for each building at the of floor space time of filing the permit application For all other types of new construction, a fee in the $0.05 per square foot of floor amount shown shall be paid at the time of filing the space permit application, said fee to be for review of building plans for compliance with Fire Code requirements and for initial in -field inspection of each building Other permits: Installation regulated by Code of Ordinances: Any owner, authorized agent, or contractor who desires to enlarge, alter, remodel, repair, or change the occupancy of a building or structure, or to erect or construct a sign of any description, or to install irrigation systems, or alter fire extinguishing apparatus, elevators, engines or to install a steam boiler, furnace, heater, incinerator, or other heat producing apparatus, or other appurtenances, or otherwise provide for a fixed improvement, the installation of which is regulated by this Code, shall pay a fee for each building permit as required at the time of filing application in accordance with the following: Total Valuation: $2,000 and less $35.00 $2,001 to $15,000 $35.00 for the first $2,000 plus $7.00 each additional thousand or fraction thereof, to and including $15,000 $15,001 to $50,000 $125.00 for the first $15,000 plus $4.00 each additional thousand or fraction thereof, to and including $50,000 $50,001 to $100,000 $260.00 for the first $50,000 plus $3.00 each additional thousand or fraction thereof, to and including $100,000 $100,001 to $500,000 $400.00 for the first $100,000 plus $2.00 each additional thousand or fraction thereof, to and including $500,000 $500,001 and up $1,200.00 for the first $500,000 plus $1.00 each additional thousand or fraction thereof Installation regulated by Fire Code: Any owner, authorized agent, or contractor who desires to enlarge, alter, remodel, repair, or change the occupancy of a building or structure, or erect or construct a sign of requirements and for the initial in -field inspection of the building at the time of filing application in accordance with the following: Total Valuation: $2,000 and less $15.00 $2,001 to $15,000 $25.00 for the first $2,000 plus $1.50 each additional thousand or fraction thereof, to and including $15,000 $15,001 to $50,000 $50.00 for the first $15,000 plus $1.25 each additional thousand or fraction thereof, to and including $50,000 $50,001 to $100,000 $100.00 for the first $50,000 plus $1.00 each additional thousand or fraction thereof, to and including $100,000 $100,001 to $500,000 $150.00 for the first $100,000 plus $0.65 each additional thousand or fraction thereof, to and including $ 500,000 $500,001 and up $500.00 for the first $500,000 plus $0.35 each additional thousand or fraction thereof The applicant for the permit shall include an amount for the Total Valuation, which shall be the total value of all construction work for which the permit is sought, including but not limited to all materials, labor, painting, roofing, electrical, plumbing, heating, air conditioning, and any other permanent equipment incorporated in the construction work. If the Building Official does not agree with the amount of the Total Valuation as submitted by the applicant, the Building Official shall determine the total cost using certified construction estimates or nationally recognized publications to determine the total Valuation. If an applicant disputes the Total Valuation so determined by the Building Official, the applicant may appeal to the City Manager, whose decision regarding the Total Valuation shall be final Moving of building or structures $50.00 Demolition of building or structures $25.00 Failure to obtain permit: Where work for which a permit is required by the Code Double fee is started or proceeded with prior to obtaining said permit, the fees herein specified shall be doubled, but the payment of such double fee shall not relieve any person from fully complying with the requirements of the Code in the execution of the work, nor from any other penalties prescribed by the Code Reinspection fee: Upon notification by the permit holder or his agent, the $50.00 Building Official or the Fire Department shall make the necessary inspection and shall either approve that portion of the construction as completed or shall notify the permit holder or his agent of any violation of the Code. If upon reinspections a portion of the construction is not approved, a fee in the amount shown shall be paid for any subsequent reinspections of the construction not approved Structural steel inspection fee: For any type of construction where structural steel The greater of $100.00 or $0.05 components will be included, the applicant for a building per square foot of the total floor permit shall pay a fee in the amount shown space contained within the steel frame, plus the total area covered by, but not contained within, the steel frame Where the steel frame components are a minimal part $100.00 of the construction being permitted and require no more than two inspections as determined by the Building Official, the structural steel inspection fee shall be as shown. The applicant shall be entitled to a refund of such fee in the event no structural steel inspection is actually made Fire sprinkler system inspection fees: Fire sprinkler system plan review and inspection: For $60.0) 10.00 for each riser plus any type of construction which includes a fire sprinkler $2.00 for each sprinkler head system, a fee for the review of sprinkler plans, visual excess ef-2-51- minimum $60.00 inspection, and hydraulic leak inspection of the system in the amount shown shall be paid at the time of filing the permit application Reinspections: Upon notification by the permit holder $50.00 or his agent, the Fire Department shall make the necessary inspection and shall either approve the fire sprinkler system plan as installed or notify the permit holder or his agent of any violations of the Fire Code. If upon inspection a portion of the fire sprinkler system inspected is not approved, a fee in the amount shown shall be paid for any subsequent reinspections of the fire sprinkler system Partial visual inspection fee: For requests to visually $25.00 inspect only a portion of a fire sprinkler system, rather than the entire system at once, an additional fee in the amount shown shall be paid for each partial inspection requested in addition to the initial sprinkler system plan review fee Fire systems inspection fee: For any type of construction which includes a fire $50.00 per system system other than a sprinkler system, including kitchen hood suppression systems and paint hood suppression systems, an inspection fee in the amount shown shall be paid at the time of filing the permit application Alarm plans review and inspection fee: For any type of construction which includes a fire alarm $60.00 for each panel plus $1.00 system, a fee for plan review, including visual and audible for each device; minimum $60.00 in -field inspection, in the amount shown shall be paid at the time of filing the permit application Upon notification by the permit holder or his agent, the $50.00 Fire Department shall make the necessary inspection and shall either approve the fire alarm system plan as installed or notify the permit holder or his agent of any violations of the Fire Code. If upon inspection a portion of the fire alarm system inspected is not approved, a fee in the amount shown shall be paid for any subsequent reinspections of the fire alarm system Institutional facility inspection fees: The Fire Department shall provide fire prevention inspections of institutional facilities as requested Institutional facility inspection fees shall be paid to the $50.00 plus $1.00 per bed for Fire Department at the time of request, in the amounts hospitals and nursing homes shown $50.00 for institutional facilities which require a day care or foster care license from the state 25.00 reinspection fee if inspection fails No refunds: Except as provided herein under structural steel inspection fee, after an application for a building permit has been made and the permit fee paid, there will be no refunds made by the City to applicant Expired permits: Once a building permit has expired, the applicant must reapply for a new permit and pay all applicable fees Copies of inspection reports: Additional copies of any inspection or fire report $4,90 prepared by the Fire Department shall be available fer an additional chaFge as upon request Environmental research fee: Requests to the Fire Department for environmental site $100.00 plus $35.00 per hour or research shall be subject to a fee in the amount shown to fraction thereof after the first cover the costs of research and production hour 10-48 Public liability insurance policy: Minimum amount of $300,000 for injuries in any one liability insurance coverage required prior to obtaining accident $100,000 for injuries to permit any one person $50,000 for property damage Workers' compensation insurance policy: Minimum Amount not less than the amount of workers' compensation insurance coverage minimum coverage required by required prior to obtaining permit state statutes 10- Certificates of occupancy: 56(f)(1) Where no building permit is required but a certificate of $75.00 occupancy is necessary, an application fee in the amount shown shall be paid at the time of filing an application for a certificate of occupancy, which fee shall include one inspection 10- For a temporary certificate of occupancy, an application $250.00 56(f)(2) fee in the amount shown shall be paid at the time of filing an application for a temporary certificate of occupancy, which fee shall include one inspection For an extension of a temporary certificate of $100.00 occupancy, an application fee in the amount shown shall be paid at the time of filing an application for extension of a temporary certificate of occupancy 10-302 License and examination fees for various classes of electricians: (Southern Building Code Conference International is abbreviated SBCCI) Classification: Master Electrician $300.00 original license $225.00 renewal $45.00 SBCCI exam fee Classification: Journeyman Electrician $85.00 original license $75.00 renewal $45.00 SBCCI exam fee Classification: Journeyman Restricted $55.00 original license $45.00 renewal $45.00 SBCCI exam fee Classification: Inactive Master $45.00 original license 10- Request by Master Electrician for license to be placed in $45.00 303(k) inactive status 10-303(1) Duplicate license for any electrician claiming destroyed or $5.00 lost license 10- Permit reissuance fee: application fee for reissuance of a $25.00 304(e) permit changing electrician of record 10- Duplicate permit fee: to obtain a duplicate of a lost or $5.00 304(f)(2) destroyed permit II. This Resolution shall take effect January 1, 2013. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended.
