AN ORDINANCE AMENDING THE ROUND ROCK COMPREHENSIVE
PLAN, CODIFIED UNDER SECTION 46-8, CODE OF ORDINANCES
(2010 EDITION), CITY OF ROUND ROCK, TEXAS, BY AMENDING THE
FUTURE LAND USE MAP OF THE GENERAL PLAN 2020; AND
PROVIDING FOR A SAVINGS CLAUSE AND REPEALING
CONFLICTING ORDINANCES AND RESOLUTIONS.
WHEREAS, a request has been made to the City Council of the City of Round
Rock, Texas to amend the Future Land Use Map of the General Plan 2020, by changing
the designation of 28.868 acres of land, out of the Willis Donaho Survey, Abstract 173,
in Round Rock, Williamson County, Texas, being more fully described in Exhibit "A"
attached hereto, from the Residential Designation to Business Park Designation, and
WHEREAS, the City Council has submitted the requested change in the Future
Land Use Map to the Planning and Zoning Commission for its recommendation and
report, and
WHEREAS, the Planning and Zoning Commission held a public hearing
concerning the requested change on the 19th day of December 2012, following lawful
publication of the notice of said public hearing, and
WHEREAS, after considering the public testimony received at such hearing, the
Planning and Zoning Commission has recommended that the Future Land Use Map of
the General Plan 2020 be amended so that the property described in Exhibit "A" be
designated as Business Park, and
WHEREAS, on the 10th day of January, 2013, after proper notification, the City
Council held a public hearing on the requested amendment, and

WHEREAS, the City Council determines that the amended land use designation
amendment provided for herein promotes the health, safety, morals and protects and
preserves the general welfare of the community, and
WHEREAS, each and every requirement concerning public notices, hearings,
and other procedural matters has been fully complied with, Now Therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS:
That the Future Land Use Map which is contained in Chapter 6, designated as
Map 6.2 of the General Plan 2020, adopted in Section 46-8, Code of Ordinances (2010
Edition), City of Round Rock, Texas, is hereby amended so that the land use
designation of the property described in Exhibit "A" is hereafter Business Park.
A. All ordinances, parts of ordinances, or resolutions in conflict herewith are
expressly repealed.
B. The invalidity of any section or provision of this ordinance shall not
invalidate other sections or provisions thereof.
C. The City Council hereby finds and declares that written notice of the date,
hour, place and subject of the meeting at which this Ordinance was adopted was posted
and that such meeting was open to the public as required by law at all times during
which this Ordinance and the subject matter hereof were discussed, considered and
formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

By motion duly made, seconded and passed with an affirmative vote of all the
Council members present, the requirement for reading this ordinance on two separate
days was dispensed with.

Item Summary:
This item seeks to amend the Future Land Use Map provided in the General Plan 2020. Specifically, this amendment
will change the land use designation from R (Residential) to BP (Business Park) for approximately 28.868 acres of
land located on the north side of Old Settlers Blvd. and immediately east, west, and north of Rocking J Road.
Most parcels on the subject site are currently un -zoned, except for two at the north end which make up PUD 87. As
per the Zoning Ordinance Sec. 46-109, the default zoning for this area is SF -R (Single Family - Rural). This item is the
first step in the process that will facilitate the rezoning of the Parrish & Company tract to BP (Business Park). This
land use change, coupled with a subsequent rezoning, will make the Parrish & Company land use conforming. As a
result, Parrish & Company would be able to expand their business.
Surrounding land uses are as follows:
North - Single family
East - Single family
South - Old Settlers Blvd right-of-way with vacant ETJ across
West - Single family
The tracts involved in this General Plan amendment already have existing uses, which include a glass company,
cabinet-maker and kitchen outfitter (Parrish & Company), nursery/garden center, a trucking/vehicle repair
operation, and private events venue. Changing the Land Use designation to BP (Business Park) would update the
Future Land Use Map to more accurately reflect the development that has already occurred. The site is served by
Old Settlers Blvd. on the south, and Rockin J Road bisects the site in a north/south direction. City water and
wastewater utilities are available.
Staff considered many factors while evaluating the proposal, including changing market conditions, changing
demographics, availability of utilities, and surrounding land use changes. The most notable factor is that all parcels
on the site have existing uses, and changing the land use designation to BP (Business Park) will make the Future Land
Use Map more reflective of the uses on the tract. Staff believes it is unlikely this land will be redeveloped for
residential, and received confirmation from the City Council in 2011 with the approval of PUD 87. PUD 87 allows
light industrial services, a special events venue, offices, place of worship, caretaker residence, and accessory uses.
The Planning and Zoning Commission unanimously recommended approval of this General Plan amendment at its
December 19, 2012, meeting.
