AN ORDINANCE AMENDING THE TRAFFIC CODE BY DESIGNATING
THE INTERSECTION OF BEHRENS PARKWAY AND MIRASOL DRIVE
AS AN ALL -WAY STOP INTERSECTION; PROVIDING FOR A
SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES
OR RESOLUTIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS:
That pursuant to Chapter 42, Section 42-223, Code of Ordinances (2010
Edition), City of Round Rock, Texas, the below described intersection is hereby
designated as an all -way stop intersection with stop signs to be erected as follows:

(both directions)
A. All ordinances, parts of ordinances, or resolutions in conflict herewith are
expressly repealed.
B. The invalidity of any section or provision of this ordinance shall not
invalidate other sections or provisions thereof.
C. The City Council hereby finds and declares that written notice of the date,
hour, place and subject of the meeting at which this Ordinance was adopted was posted
and that such meeting was open to the public as required by law at all times during
which this Ordinance and the subject matter hereof were discussed, considered and
formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

Item Summary:
An All -Way Stop Control condition is being requested for the Behrens Parkway and Mirasol Drive intersection. This
T -intersection has been studied and the traffic data does not warrant an all -way stop. However, after several
complaints and a pedestrian accident the City's Traffic Engineer had the opportunity to observe peak -hour traffic
operations over several days in December. It is the Traffic Engineer's professional opinion that the intersection was
originally opened under incorrect operations with the through -street traffic (Mirasol Drive) controlled via stop sign
while the traffic approaching along the base of the T (Behrens Parkway) — all of which must turn right or left onto
Mirasol Drive - experiences no traffic control what -so -ever.
While switching the stop -control from the Mirasol Drive legs to the Behrens Parkway leg would be the solution that
complies best with the data and results of the all -way stop warrant analysis, this would not be consistent with the
drivers' expectations that have been allowed to mature at this location over the past three to four years. The only
solution available then is an all -way stop controlled intersection. Installation of an All -Way Stop at the Behrens
Parkway and Mirasol Drive intersection is the best way to increase safety without adversely impacting drivers'
expectations. That opinion is based on engineering judgment, experience, and direct observations of the traffic
operations at this intersection.

traffic control measures at this intersection to an All-Way
