WHEREAS, Section 43.065(a) of the Texas Local Government Code requires that, within
certain specified statutory timeframes, the City Council of the City of Round Rock must direct the
City's Planning Director to prepare a service plan that provides for the extension of full municipal
services to the areas which are proposed for annexation, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the City Council hereby directs the City's Planning Director to prepare a service plan that
provides for the extension of full municipal services to the following area proposed for annexation,
said property being further described in Exhibit "A" attached hereto and incorporated herein for all
purposes.
(1) Approximately 25.327 acres of the University Boulevard right-of-way, between Sunrise
Drive and Seton Parkway.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

This annexation is being proposed by staff based on an interlocal agreement with Williamson County . On
March 10, 2011, the City of Round Rock and Williamson County signed an interlocal agreement (Resolution
No. R -11-03-10-10C4) related to the segment of University Blvd. between Sunrise Drive and Seton Pkwy. That
agreement stated that the County would make certain pavement improvements to the roadway, and the city
would annex the right-of-way, thus assuming maintenance responsibilities for University Blvd. On February 23,
2012, that agreement was amended (Resolution No. R -12-002-23-8E3). Originally, the City had planned to
construct the final asphalt overlay and associated improvements after the County had completed its repairs.
The amendment allowed the County's contractor to complete these improvements, which resulted in a cost
savings to the City. The amendment also allowed the City to begin installing signals at Terravista Club Drive,
Sandy Brook Drive and College Park Drive during the roadway repairs. The County has completed its
obligation and the City is ready to annex the right-of-way.
The area is approximately 20.5 acres and consists entirely of right-of-way. Pursuant to State Law, the City
Council is required to officially direct staff to prepare a service plan for land to be annexed unilaterally. Once
directed, staff will prepare and present a service plan to the Council identifying the needed infrastructure, if any,
and costs to extend city water and sewer to the parcels (by State Law, city water and sewer must be extended
to an area unilaterally annexed within 2 1/2 years). Upon the Council acceptance of the service plan, a series
of notices and public hearings will be held. Because this is annexation of right-of-way only, it is not expected to
impact any existing uses.
Two public hearings are scheduled for April 11, 2013, and April 25, 2013. On March 11, 2013, written notices
will be sent by certified mail to the property owners of the land proposed to be annexed, and to all public and
private utility providers that could be affected. Published notice of the April 11, 2013, and April 25, 2013
hearings will appear in the Round Rock Leader on Saturday, March 23, 2013, and Saturday, April 13, 2013, and
will be posted on the City's website on March 23, 2013, and Saturday, April 13, 2013, respectively.
