WHEREAS, the City Council has previously adopted a 2012-2013 Public, Education,
and Government Access Channels Fund Budget, and
WHEREAS, the City Council wishes to amend said budget in accordance with the
attached proposal, Now Therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the 2012-2013 Public, Education, and Government Access Channels Fund Budget is
amended as set forth in Exhibit "A" attached hereto and incorporated herein.
The City Council hereby finds and declares that written notice of the date, hour, place
and subject of the meeting at which this Resolution was adopted was posted and that such
meeting was open to the public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted upon, all as required by
the Open Meetings Act, Chapter 551, Texas Government Code, as amended.

The original FY2013 Public Educational Access Fund Budget was approved by Council in October 2012. This
special revenue fund accounts for cable franchise fees which are used for public, educational, and government
(PEG) access purposes consistent with state and federal law. Any entity or person seeking to provide cable
services or video service is required to file for a state -issued franchise authority. Franchises operating within the
City are required to pay 1% of gross revenues for PEG purposes.
The adopted 2012-13 Public Educational Access Fund budgeted revenues associated with the collected
franchise fees and $250,000 in capital expenditures.
This proposed amended budget allocates additional funding of $100,000 for capital purchases of audio and
video equipment. This equipment is for a mobile editing station, a mobile content creation and programming
station, and video SAN backup and video support equipment. The funds to support this amendment are from
the current PEG fund balance (from prior year collections).
Staff recommends approving this resolution.
