AN ORDINANCE AMENDING THE GENERAL PLAN OF THE CITY
OF ROUND ROCK, TEXAS, CODIFIED UNDER SECTION 11.107,
CODE OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK,
TEXAS, TO AMEND THE FUTURE LAND USE MAP; AND
PROVIDING FOR A SAVINGS CLAUSE AND REPEALING
CONFLICTING ORDINANCES AND RESOLUTIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS:
I.
Chapter 5, Map 5.2 City of Round Rock Future Land Use Map, is
hereby deleted in its entirety and replaced with Exhibit A, City of
Round Rock Future Land Use Map, attached hereto and made a part
hereof, as if fully set out in this ordinance.
II.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
C. The City Council hereby finds and declares that written
notice of the date, hour, place and subject of the meeting at which
this . Ordinance was adopted was posted and that such meeting was
open to the public as required by law at all times during which
this Ordinance and the subject matter hereof were discussed,
considered and formally acted upon, all as required by the Open
Meetings Act, Chapter 551, Texas Government Code, as amended.

ITEM: 8.B.4. Consider an ordinance amending the General Plan to modify the Future
Land Use Map with regard to the area north of Old Settlers Boulevard,
west of FM 1460, south of the City of Round Rock's extraterritorial
jurisdiction boundary, and east of IH -35. (First Reading)

Justification:
As discussed at the August 25, 2005, City Council meeting, city staff has begun a four-phase
study of northeast Round Rock. The primary focus of this study (called the Northeast Plan) is to
examine the Future Land Use Map adopted with the General Plan 2000. The first phase, which
was adopted by City Council on August 25th, dealt primarily with property along the IH -35
frontage road.
Phase 2, which will be presented to the Council at the December 1St meeting, covers the area east
of Phase 1 as far as FM 1460. Staff is recommending some fairly significant changes to the
Future Land Use Map in this area. The rationale behind these proposed changes is addressed in
depth in a separate agenda item. The actual changes themselves are up for adoption in this
agenda item. These changes are shown on a new Future Land Use Map which will become an
official part of the General Plan 2000 if adopted by Council. The proposed map is included in your
packet as an 11"x17" sheet labeled Map 5.2 Future Land Use Map November 2005.
In addition to this map, your packet includes several other maps that "zoom in" on the affected
area. One of these maps shows the Future Land Use Map for northeast Round Rock as adopted
by Council in August (labeled "Future Land Use CURRENT"), and another one shows the proposed
changes for Phase 2 (labeled "Future Land Use Phase 2: PROPOSED").
A map showing the current zoning (as opposed to Future Land Use designation) is also included
for your reference.
Public input for the changes recommended for Phase 2 was solicited through a mailing to all
property owners in Phase 2 except for the single-family residents. The recommendations put
forth in the Northeast Plan account for the feedback provided by these property owners. Only in
a few instances was there a disagreement between staff's recommendation and the property
owner's desires. In all three of these cases, the property owners were seeking a commercial land
use designation in locations that were deemed inappropriate for commercial development based
on the City's location criteria and preferred development patterns, as specified in the General Plan
2000, and based on the City's current land use needs. The attached map labeled "Property
Owner Input" shows those properties where the owners responded to the City's mailing, and it
shows where the owners agreed or disagreed with the proposed changes.

Background Information: On November 2, 2005, the Planning and Zoning Commission
unanimously rendered a favorable recommendation to amend the Future Land Use Map of the
General Plan as proposed in Phase 2 of the Northeast Plan.
Public Comment: A public hearing was held by the Planning & Zoning Commission on 11-2-05.
