R-05-03-10-14C2 - 3/10/2005RESOLUTION NO. R -05-03-10-14C2 WHEREAS, §6.051, Tex. Tax Code authorizes the Board of Directors of an appraisal district to purchase real property and construct improvements as necessary to establish and operate the appraisal office, and WHEREAS, the Board of Directors of the Williamson County Appraisal District ("District") has previously delivered to the City of Round Rock ("City") a copy of Resolutions #2004-01 and #2004-02 requesting approval to purchase a tract of land and sell their existing building, and WHEREAS, the City, by Resolutions R -04-06-24-17E1 and R -04-06-24- 17E2 approved the District's request, and WHEREAS, the District is now requesting approval of the construction of a building on the land, and WHEREAS, the District has also delivered to the City information showing the proposed cost of the building, and WHEREAS, §6.051, Tex. Our Board of Directors and staff have been working diligently with our architects, Croslin & Associates, and our construction manager, American Constructors, to plan for a building that will be cost efficient, low maintenance, long lasting and have adequate parking for employees and the large number of taxpayers that need parking space during our appeals process. Although this building will meet our needs for the foreseeable future, we are also making sure that we take into account factors and putting in place features that will make expansion of the building in the future easier and less expensive. The building will be approximately 30,000 square feet and cost between 4.15 and 4,65 million dollars. We are requesting that you place the attached resolution on your March 10th agenda for consideration and action. This resolution must be approved within 30 days from the date it is received by your presiding officer, Nyle Maxwell. We are now seeking your approval to begin the construction of our building. As pointed out previously, the dynamic growth of the district has caused us to outgrow our current space. This growth is evidenced by an increase in appraised value from $1,677,209,608 in 1984 to an appraised value of $31,831,754,014 in 2003 and an increase in the number of parcels of 40,930 to 169,559. The number of protests that require space and personnel for hearings has increased from 4,293 to 30,596 annually. This growth requires that we provide additional space and we believe the plan we are proposing is the most cost effective plan to provide that space. In 2002 we began the process of exploring our options to provide space. The first option we considered was the possibility of purchasing an existing building and in pursuit of that option, we looked at ten potential buildings. We also looked at additional buildings in consideration of lease or lease purchase. Those buildings had problems of inadequacy or were too expensive. In addition, with the taxing unit's budgets extremely tight, the Board made the decision to only move forward with the purchase of land during a time of favorable interest rates. Also the decision was made to move forward because the district had reserved enough funds to allow us to purchase the land with no financial impact to the taxing units. We then looked at 28 tracts of vacant land and with your approval we have now purchased a 5.826 -acre tract of land on FM 1460 directly across from the City of Georgetown municipal complex. This is a very accessible location from anywhere in the district. We were able to get the land for a favorable price of $393,360. This amount of acreage will also provide adequate space to meet our office and parking space requirements well into the future. During our process of searching for facilities, it became evident that our current facility would be available for sale. The City of Georgetown made an offer and we have entered into a proposed contract to sell our current facility to the City of Georgetown for $1,200,000. You have already approved this sale. Our Board of Directors and staff have been working diligently with our project managers, Round Rock ISD, our architects, Croslin & Associates, and our construction manager, American Constructors, to plan for a building that will be cost efficient, low maintenance, long lasting and have adequate parking for employees and the large number of taxpayers that need parking space during our appeals process. Although this building will meet our needs for the foreseeable future, we are also making sure that we take into account factors and putting in place features that will make expansion of the building in the future easier and Less expensive. The building we are proposing is approximately thirty thousand square feet and should cost between 4.15 and 4.65 million dollars, It will be financed with a twenty-year loan at an annual rate of 5.3 percent. We are now requesting that you place the enclosed resolution approving the construction of our building on your March 10th agenda for consideration and action. This resolution must be approved within 30 days from the date it is received by your presiding officer, Nyle Maxwell. FM 1460 Georgetown, TX General Overview: Site Plat - Zoning - The site is in southeast Georgetown as a tract of land taken from the Clement Stubblefield Survey, AW0558. The parcel has not been fully defined by contract, but will contain 5.86 acres. The parcel is in a commercial/industrial area and adjoins a residential area. This property is in the Edwards Aquifer recharge area and will require TECQ State approvals. The parcel has been not been platted. The City will require a minor plat that will be approved administratively. The approximate time for approval is 30 to 45 days. The present zoning is C3 — General Commercial. The zoning will support the intended use The zoning will support buildings up to 45 feet in height. Building - The site plans and building plans can be submitted together.. An estimate for permit issuance would be 4 to 5 months. The site/building applications can not be submitted until the Plat has been approved. Building Dept coordinates with Fire, Public Works and Utilities.. An early Engineering site plan and Civil review is required if a land disturbance permit is required to start site preparation early. There are additional architectural and materials requirements required Utilities - All utilities are adjacent to the site except gas. Gas is located approximately 250-300 feet west of the NW corner of the site. Water is on the east side of Industrial Avenue. Traffic - Fire - Two new curb cuts will have to be requested as a part of the site plan review. The FM 1460 driveway will have to be 325' west of Industrial Avenue. The 21" Street driveway must align with Main Street. Two additional fire hydrants may have to be provided. Fire Dept. review will determine this in the site plan review process. There are no hydrants on the west side of Industrial close to the site. Drainage - The site drainage plan must meet the City's detention and TCEQ pollution policies. Fees - See attached fee schedule.
