AN ORDINANCE AMENDING CHAPTER 9, SECTION 9.503, CODE
OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS,
DESIGNATING A PORTION OF WYOMING SPRINGS DRIVE,
BEHRENS PARKWAY, AND GOLDENOAK CIRCLE AS SCHOOL
SPEED ZONES; PROVIDING FOR A SAVINGS CLAUSE AND
REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS.
WHEREAS, Section 545.352 of the Texas Transportation Code
establishes prima facie reasonable and prudent speed limits for
streets and highways situated in the State of Texas; and
WHEREAS, Section 541.302 of the Texas Transportation Code
authorizes the governing body of a municipality to designate a
reduced -speed zone on a street to facilitate the safe crossing of
a street by children going to or leaving a public or private
school, and
WHEREAS, the Council has determined that a 20 miles per hour
school speed zone should be established on Wyoming Springs Drive
from 285' south of Behrens Parkway to 300' north of Goldenoak
Circle, on Behrens Parkway from Stonecreek Drive to Goldenoak
Circle, and on Goldenoak Circle from Behrens Parkway to 171' west
of Wyoming Springs Drive, between the hours 7:00 a.m and 8:00 a.m.
and between the hours of 2:30 p.m. and 4:00 p.m. on school days
only; Now Therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS:

I.
That Chapter 9, Section 9.503, of the Code of Ordinances (1995
Edition), City of Round Rock, Texas, is hereby amended to read as
follows:

II.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions thereof.
C. The City Council hereby finds and declares that written
notice of the date, hour, place and subject of the meeting at which
this Ordinance was adopted was posted and that such meeting was open
to the public as required by law at all times during which this
Ordinance and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

Justification:
During a recent investigation of City school zones, it was determined that an ordinance
was needed for the following streets.
Wyoming Springs Drive -
Behrens Parkway
Goldenoak Circle
From 285' South of Behrens Parkway to 300' North of
Goldenoak Circle
From Stonecreek Drive to Goldenoak Circle
From 171' West of Wyoming Springs Drive

Background Information:
The addition of a school speed zone will promote a safer environment for school traffic
entering and exiting Cactus Elementary.
