These funds are awarded to jurisdictions be used in one of several areas — notably, law enforcement. There is no matching fund requirement in this program. The Police Department plans to seek City Council approval at its March2ji meeting to apply for $13,241 in funds from this program. The program, however, requires that City Council have 30 days advance knowledge of the intended use for these funds. Page 2 Brief description of proposed grant program: The Justice Assistance Grant program replaces the Byrne Formula and Local Law Enforcement Block Grant (LLEBG) programs with a single funding mechanism that will simplify the administration process for grantees. The Department intends to use these funds for capital purchases the Department did not fund through the normal budget process for FY 04-05: 1. A desktop computer for a swing -shift Patrol sergeant 2. Three laser speed -measuring devices to support traffic enforcement functions 3. Seven multi -line telephones for the Communications Unit When the Patrol Division added a swing shift in 2004 to address peak call volume periods, the sergeant added to supervise that shift was not budgeted a desktop computer, which are generally shared between two sergeants. The proposed computer would address that need. In high traffic -volume areas, traffic violators are more easily identified with Laser Speed - Measuring Devices, which pinpoints the violator through the use of Laser technology versus Doppler radar technology. This portion of the grant program will benefit speed enforcement efforts by the Patrol Division. As it regards the telephones, the call load in the Communications Unit has risen 42 percent during the past five years. To make better use of resources, a new business model is needed for answering administrative telephone lines. Specific telephone numbers will be given to alarm companies, banks, patrol, fire department, etc. Using a multi -line telephone at each position, dispatchers and call -takers will be able to determine the priority of the call by the line that is ringing. Contingency Plan if Grant Funding Discontinued (Check Appropriate Box, or Detail in "Other."): A If this grant project's goals and objectives are reached, the Department will request funding from the General Fund to continue the program if grant funding ends.
