R -05-03-24-12E1 WHEREAS, the Federal Emergency Management Agency has grant funds available to cities through the Assistance to Firefighters Grant Program, and WHEREAS, Assistance to Firefighters Grant funds are available to partially fund the purchase of rescue apparatus and equipment, and WHEREAS, the City Council wishes to make application for the above-described grant, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to make the necessary application for the above-described grant. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Response time will be cut by 6 minutes 15 seconds on the South side of the city. 2. To have a second aerial truck as a reserve when the current aerial truck is out of service 3. If there are two structure fires simultaneously, this would give us the capability of having an aerial truck at both structure fires. Brief description of proposed grant program: • To purchase an aerial truck. Currently it takes 8 minutes 5 seconds to get from Central Fire Station to the Marriott, 5 minutes 12 seconds to set up the aerial truck. By the time water starts to flow, more than 15 minutes will have passed. By staffing the aerial truck at Station 3, travel time will be cut by 6 minutes 15 seconds. In addition, referencing: (Management In The Fire Service Page 268), under the category of High Hazard Occupancies, these being schools, hospitals, nursing homes explosive plants, refineries, high-rise buildings and other high life hazard or larger fire potential occupancies. The initial response to any of these occupancies should be a minimal of 4 engines, 2 aerial trucks, 2 chief officers, and other specialized apparatus as may be needed to cope with the combustibles involved; not less than 24 firefighters and 2 chief officers. Currently the Fire Department does not have enough personnel to man our front line emergency vehicles with 4 personnel. The Fire Department currently responds with 1 aerial, 4 engines, 15 firefighters and 1 chief officer. Manning of the aerial truck will allow quicker response time and meet the recommended staffing in accordance with NFPA 1710 which for a aerial truck, is four personnel on first -in units. The staffing will give the City of Round Rock 8 front line emergency vehicles for fire suppression, medical assists and vehicle accidents. Contingency Plan if Grant Funding Discontinued (Check Appropriate Box, or Detail in "Other."): A If this grant project's goals and objectives are reached, the Department will request funding from the General Fund to continue the program if grant funding ends. Consider a resolution authorizing the Mayor to make the necessary grant application to the Federal Emergency Management Agency for an Assistance to Firefighters Grant. Department: Fire Staff Person: Larry Hodge, Fire Chief Justification: The Fire Department would like to apply for the Assistance to Firefighters Grant Program in order to obtain equipment desperately needed to help the department keep up with the rapid growth of the City. The matching city funds will total $180,000.00. The federal government will pick up 80% of the cost for some items. Funding: Cost: $900,000.00 Source of funds: Grant Funds - $720,000.00; City Funds - $180,000.00 Outside Resources: Assistance to Firefighters Grant Program Background Information: It is estimated that the current population of 81,000 will rise by almost 50% over the next nine years.
