G-05-04-28-9A1 - 4/28/2005ORDINANCE NO. 0" 65 - R 1 AN ORDINANCE AMENDING CHAPTER 9, SECTION 9.1700, CODE OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS; MAKING CERTAIN ADDITIONS TO SAID SECTION; THEREBY DECLARING IT UNLAWFUL TO DRIVE OR OPERATE A TRUCK ON RED BUD LANE (COUNTY ROAD 122) BETWEEN U.S. 79 AND GATTIS SCHOOL ROAD; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, THAT: I. That Chapter 9, Section 9.1700, Code of Ordinances (1995 Edition), City of Round Rock, Texas, is hereby amended by adding the following: ON FROM TO Red Bud Lane U.S. 79 Gattis School Road (County Road 122) H. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. C. Consider an ordinance prohibiting commercial truck traffic on Red Bud Lane (CR 122) from US 79 to Gattis School Road during the construction of Red Bud Lane. (Second Reading) Department: Transportation Services Staff Person: Tom Martin, Director Justification: Due to the reconstruction of Red Bud Lane from US 79 to Gattis School Road, available lane widths are being reduced. Significant numbers of commercial trucks are using this route to avoid congestion on other thoroughfares. The presence of the large commercial trucks on the narrower lanes are contributing to an increased level of congestion and present significant safety hazards to the general public and to the construction workers. Prohibition of thru trucks. will reduce congestion and improve safety. Funding: Cost: $750.00 Source of funds: Operations Signs and Markers Outside Resources: N/A Background Information: Phases I and II of the reconstruction of Red Bud Lane began in December 2004. Construction has narrowed lane widths on this facility and utilizes frequent lane closures, resulting in significant delays and congestion. During this same period, there has been noted significant increase in the use of Red Bud Lane between US 79 and Gattis School Road by thru commercial trucks, including aggregate haulers. Their presence, particularly during lane closures, has further increased congestion, has slowed local traffic in the area, and present significant safety concerns. Public Comment: N/A
