The bottom line with respect to this program is that federal government will reimburse the city for half of the cost of bulletproof vests that meet National Institute of Justice(NIJ)specifications.All vests in use by the city are NIJ-approved vests.Without this grant,the city would still bear the costs of purchasing these vests.
