G-05-05-26-11C1 - 5/26/2005ORDINANCE NO. 0S -0g- 6-I IC l AN ORDINANCE AMENDING CHAPTER 1, SECTION 1.1902, CODE OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS, TO AMEND THE LIBRARY FEES; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. That Chapter 1, Section 1.1902 (3), Code of Ordinances (1995 Edition), City of Round Rock is hereby amended to read as follows: 1.1902 LIBRARY CARDS AND FEES (3) Late Return Fees Fees shall be paid by the borrower for failure to return, at the date due, any books or other library materials and equipment which have been loaned to holders of library cards. Late fees are as follows: - 200 per day per book for young children books (BB, E, ENF, ER) with a maximum of $8.00. -20C per day per book for all other circulating material and audio cassettes with a maximum of $8.00. - 20C per day per videocassette and DVDs with a maximum of $8.00. II. That Chapter 1, Section 1.1902 (5)(b)(ii), Code of Ordinances (1995 Edition), City of Round Rock is hereby amended to read as follows: 1.1902 LIBRARY CARDS AND FEES (5) Fees for Damaged or Lost Material (b) Lost and Damaged Book Replacements (i) Materials owned by the Round Rock Public Library will be replaced and the customer charged full replacement and processing costs for the type of damages listed below, with the exception of damage costs provided in (a) above: OPFDesktop\::OOMA/WORLDOX/O:/WWX/ORDtNANC/050510A1.WP0/bbw - Water damage. - Damaged spine, irreparable (including binding by a vendor). - Missing or damaged page and item cannot be found. - More than 5 pages of an item that are missing or damaged. - Lost, cannot be found. (ii) The customer will be charged the replacement cost (including any unique binding or storage units) plus processing fees listed in (iii) below. Annual standard pricing from professional book review material, grouped by subject area and age level and relevant to public libraries, will be used to determine replacement costs for books other than those listed below that are no longer in print or distribution. The pricelist will be updated annually by the City of Round Rock Library staff. Exceptions to this procedure for print material: Juvenile paperbacks: $6.00 Board books: $5.00 As a similar listing for audiovisual material does not exist, such material that is no longer in distribution will be replaced at the following default prices: Audiobooks (Books on Tape) Single cassette, unabridged: $10.00 Single cassette, abridged: $10.00 Set, unabridged: $60.00 Set, abridged: $30.00 Books on CD Single CD, unabridged: $18.00 Single CD, abridged $18.00 Set, unabridged: $85.00 Set, abridged: $35.00 Music CDs Single CD: $18.00 2 disk set $30.00 3 or more disk set $45.00 VHS tapes Per tape $18.00 DVD Per disc $18.00 III. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. 2 C. Consider an ordinance amending Chapter 1, Section 1.1902 of the Code of Ordinances (1995 Edition) amending library fees. (Second Reading) Department: Library Department Staff Person: Dale Ricklefs, Library Director Justification: Fees are being adjusted due to the following reasons: • Video and DVD fees are being reduced to the same rate as the adult -level book collection. Over the years the library has obtained a large enough audio -video (AV) collection to treat the AV fine rate the same as the book collection. The rate was higher to encourage on-time returns of the AV material. • Standard fines and fees for book and AV materials, regardless of collection type (children, adult) are being instituted. • Fines and fees are being increased to cover increased costs in administering later materials notification and to encourage earlier returns. • Provide replacement fees for certain print and AV materials that are no longer in print and are not reflected in annual price lists.
