This proposed culvert upgrade from 5 — 36" RCP culverts to 4 — 8'x4' RCB culverts is necessary to alleviate the frequent backwater flooding on Onion Branch and the Hermitage Subdivision (Figure 1). The proposed improvements will provide conveyance of stormwater runoff for design storms up to a 10 -year storm event optimized based on economics and physical constraints related to the crossing. Runoff flow rates that exceed the design storm will still continue to overtop the Georgetown Railroad. Figure 1 Onion Branch Creek and Georgetown Railroad Crossing (looking downstream) The scope of this project includes construction phase services for the construction of 4 box culverts and associated appurtenances. 1. Construction Meetings & Site Visits — EC shall attend five (5) 2 -hour construction meetings and site visits (including one pre -construction meeting) with one additional hour for travel. This total count of 15 hours is for attendance only and does not include conducting the meeting or the time necessary for the preparation of meeting notes or follow-up. The performance of this task is limited to the number of hours described in the fee schedule listed in Exhibit "D". Any additional time requested or needed, in the performance of this task, will be an additional service. 2. Request For Information — Consult with and advise the owner; issue/ transmit instructions to the contractor and answer contractor's questions in order to implement the project manual and drawings and prepare routine change orders as required. For budgeting purposes this task has been estimated based on eight (8) requests. The performance of this task is limited to the number of hours described in the fee schedule listed in Exhibit "D". Any additional time requested or needed, in the performance of this task, will be an additional service. Submittals —Review, approve, or take appropriate action as required for submitted schedules, samples, catalog data, schedules, shop drawings, laboratory, material and equipment; and other data which the contractor is required to submit for conformance with the design concept of the PROJECT and compliance with the PROJECT Manual and drawings. The review of any submittal is limited to one time only. Multiple reviews for a single submittal are not included. For budgeting purposes this task has been estimated based on eight (8) requests. The performance of this task is limited to the number of hours described in the fee schedule listed in Exhibit "D". Any additional time requested or needed, in the performance of this task, will be an additional service. 4. Concurrence Letter and Sign -off of As-Builts — EC will receive and review from the contractor and the City Inspector the field recorded As -Built drawings identifying any and all of the changes that occurred during construction to confirm that the reflected field changes are complete and correct. EC will not be preparing As -Built or Record drawings. Upon acknowledgement and sign - off that the As-Builts are correct, EC will perform a final walk-through on the project and write an engineering concurrence letter. The time required to complete these two items assumes that the condition of the As-Builts and the project status of completion at the time of the final walk- through are complete, correct and final. Additional As -Built reviews and follow-up site visits for additional walk-throughs are not included. The performance of this task is limited to the number of hours described in the fee schedule listed in Exhibit "D". Any additional time requested or needed, in the performance of this task, will be an additional service. The scope of the project does not include: 1. design services, 2. surveying services, 3. additional permitting for revisions to the construction drawings due to unforeseen conditions, 4. services associated with any project violations or project related action that results in either a "stop work" directive or "red tag" issuance by either the City, State, or Federal authorities. 5. attending or preparing for any meetings not described in this scope, 6. preparation of field reports and meeting notes, or 7. review and approve contractor pay estimates. Background Information: Currently, there are five 30 -inch diameter pipe culverts that are located on Onion Branch at the existing railroad tracks. During large storm events, these pipe culverts are not large enough to transport the stormwater past the railroad tracks without overtopping the tracks or backing up water into the streets in the Hermitage subdivision. Although the houses in the subdivision are somewhat elevated and haven't experienced flooding, the streets in the subdivision do become inundated with water during intense rainfall events. This project will replace the five existing pipe culverts with four 8 -foot box culverts, to improve the conveyance of stormwater under the railroad tracks, which will help alleviate the backup of stormwater into the Hermitage subdivision.
