AN ORDINANCE AMENDING CHAPTER 9, SECTION 9.503, CODE OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS, DESIGNATING A PORTION OF SANDY BROOK DRIVE AS A SCHOOL SPEED ZONE; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS. WHEREAS, Section 545.352 of the Texas Transportation Code establishes prima facie reasonable and prudent speed limits for streets and highways situated in the State of Texas; and WHEREAS, Section 545.356 of the Texas Transportation Code authorizes the governing body of a municipality to designate a reduced -speed zone on a street to facilitate the safe crossing of a street by children going to or leaving a public or private school, and WHEREAS, an engineering and traffic investigation was conducted on Sandy Brook Drive from Gulf Way to 920' north of Gulf Way on the 16th day of May, 2005, and WHEREAS, a copy of said engineering and traffic study is attached hereto as Exhibit "A" and incorporated herein for all purposes, and WHEREAS, the results of said engineering and traffic investigation indicate that a 20 miles per hour school speed zone should be established on Sandy Brook Drive from Gulf Way to 920' north of Gulf Way between the hours 7:00 a.m and 8:45 a.m. and between the hours of 2:30 p.m. and 4:30 p.m. on school days only; Now Therefore @PFDesktop\::ODMA/WORLDOX/O:/WDOX/ORDINANC/050609D2. WPD/sc BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. (Second Reading) Department: Transportation Services Staff Person: Tom Martin, Director of Transportation Services Justification: During a recent investigation of City school zones, it was determined that an ordinance for a school speed zone was needed for following street: Sandy Brook Drive from Gulf Way to 920' North of Gulf Way. Funding: Cost: $210 Source of funds: Operating Signs and Markers Outside Resources: N/A Background Information: The addition of a school speed zone will promote a safer environment for school traffic entering and exiting Union Hill Elementary.
