AN ORDINANCE AMENDING CHAPTER 9, SECTION 9.503, CODE
OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS,
DESIGNATING A PORTION OF SANDY BROOK DRIVE AS A
SCHOOL SPEED ZONE; PROVIDING FOR A SAVINGS CLAUSE AND
REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS.
WHEREAS, Section 545.352 of the Texas Transportation Code
establishes prima facie reasonable and prudent speed limits for
streets and highways situated in the State of Texas; and
WHEREAS, Section 545.356 of the Texas Transportation Code
authorizes the governing body of a municipality to designate a
reduced -speed zone on a street to facilitate the safe crossing of
a street by children going to or leaving a public or private
school, and
WHEREAS, an engineering and traffic investigation was
conducted on Sandy Brook Drive from Gulf Way to 920' north of Gulf
Way on the 16th day of May, 2005, and
WHEREAS, a copy of said engineering and traffic study is
attached hereto as Exhibit "A" and incorporated herein for all
purposes, and
WHEREAS, the results of said engineering and traffic
investigation indicate that a 20 miles per hour school speed zone
should be established on Sandy Brook Drive from Gulf Way to 920'
north of Gulf Way between the hours 7:00 a.m and 8:45 a.m. and
between the hours of 2:30 p.m. and 4:30 p.m. on school days only;

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS:
I.
That Chapter 9, Section 9.503, of the Code of Ordinances (1995
Edition), City of Round Rock, Texas, is hereby amended to read as
follows:

II.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions thereof.
C. The City Council hereby finds and declares that written
notice of the•date, hour, place and subject of the meeting at which
this Ordinance was adopted was posted and that such meeting was open
to the public as required by law at all times during which this
Ordinance and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

Justification:
During a recent investigation of City school zones, it was determined that an ordinance for a
school speed zone was needed for following street:
Sandy Brook Drive from Gulf Way to 920' North of Gulf Way.
Funding:
Cost: $210
Source of funds: Operating Signs and Markers
Outside Resources: N/A
Background Information:
The addition of a school speed zone will promote a safer environment for school traffic entering
and exiting Union Hill Elementary.
