RESOLUTION NO. R -05-11-10-13C1 WHEREAS, the City of Round Rock has previously entered into a Contract for Engineering Services ("Contract") with Kasberg, Patrick & Associates, Inc. for the Austin Avenue and Liberty Avenue Improvements Project, and WHEREAS, Kasberg, Patrick & Associates, Inc. has submitted Supplemental Contract No. 1 to the Contract for Engineering Services for a change in the scope of services, and WHEREAS, the City Council desires to enter into said Supplemental Contract No. 1 with Kasberg, Patrick & Associates, Inc., Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City Supplemental Contract No. 1 to the Contract for Engineering Services with Kasberg, Patrick & Associates, Inc., a copy of same being attached hereto as Exhibit "A" and incorporated herein. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Prepare submittals for the water, wastewater and storm water permits in relationship to the Edwards Aquifer Recharge Zone requirements and submit the permits to the Texas Commission on Environmental Quality for approval. 2. Prepare submittals for sidewalk and handicap ramps and submit the permit to the Texas Department of Licensing and Regulations for approval. 3. Incorporate the design elements that have been developed for the City of Round Rock's Downtown Rehabilitation into Austin and Liberty Avenues between N. Mays Street and N. Burnet Street. 4. Determine final horizontal and vertical roadway alignment for Austin Avenue and Liberty Avenue from N. Mays Street to Nelson Street. 5. Determine final street cross sections for each phase of Austin Avenue and Liberty Avenue to include curb and gutter from N. Mays Street to Nelson Street. 6. Determine final horizontal and vertical alignment for the proposed 4 -foot sidewalk along Austin Avenue and Liberty Avenue from N. Mays Street to Nelson Street. 7. Determine final horizontal and vertical alignment for the replacement of the existing water lines under the proposed roadway construction of Austin and Liberty Avenues from N. Mays Street to Nelson Street. This will include detailing connections to existing water line and detailing connections to existing water meters. 8. Determine final horizontal and vertical alignment for the replacement of the existing wastewater lines under the proposed roadway construction of Austin and Liberty Avenues from N. Mayes Street to Nelson Street. This will include detailing connections to existing wastewater manholes and detailing connections to wastewater services. 9. Complete final storm water conveyance for Austin Avenue and Liberty Avenue. 10. Determine final horizontal and vertical alignment for the storm sewer lines as well as curb inlets and culverts based on final storm water conveyance for Austin and Liberty Avenues from N. Mays Street to Nelson Street. This will include detailing connections to existing storm sewers and existing area inlets. 11. Provide telephone, cable, fiber optic and gas utility entities with construction plans showing horizontal and vertical alignment in order that they will be able to relocate the existing utilities outside the limits of construction. 12. Surveying — provide detailed right-of-way notes in order to obtain additional right-of-way at the end of Austin Avenue and Liberty Avenue. 13. Develop project phasing for Austin Avenue and Liberty Avenue. 14. Prioritize phases for Austin Avenue and Liberty Avenue. 15. Develop final opinions of probable costs for all phases of Austin Avenue and Liberty Avenue. 16. Prepare Contract Documents that will include Technical Specifications regarding material quality and craftsmanship, all pertinent contract documents, and the Bid Form that will include a base bid form and add alternate bid forms. The add alternate bid forms will include two alternate pavement sections and certain lower priority phases of the projects that will not be constructed should the funding for those phases not be available. 17. Meet with the City of Round Rock Staff to review the Final Design Engineering Plans and Contract Documents and Technical Specifications Book and receive input on the Plans and Project Phases. Meetings shall be phased with the City of Round Rock. 18. Incorporate changes or revisions as a result of review comments made by the City of Round Rock Staff. 19. Deliver four (4) copies of the Final Design Engineering Plans and Contract Documents and Technical Specifications Book to the City of Round Rock. Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 1 to the Contract for Engineering Services with Kasberg, Patrick & Associates, LLP for the Austin Avenue and Liberty Avenue Street Improvements Project. Department: Engineering & Development Services Staff Person: Michael Thane, Engineering Manager Justification: Kasberg, Patrick & Associates (KPA) is currently under contract for Professional Engineering Services for the Austin and Liberty Avenues Improvements project. KPA's scope during the preliminary engineering phase was to provide roadway/drainage/utility schematics and construction cost estimates for the reconstruction of Austin and Liberty Avenues from Mays Street east to the dead end. These streets were identified for reconstruction and were recommended by the Bond Task Force to be included in the Bond election approved by the citizens of Round Rock in November 2001. Construction cost estimates from the preliminary engineering phase indicated that the City has the available funding to reconstruct Austin and Liberty Avenues from Mays Street to Nelson Street. These streets are generally anticipated to be reconstructed with asphalt paved roadways, with concrete curbing and sidewalks as appropriate. Also included are necessary drainage improvements and utility reconstruction/relocation. This final design engineering will culminate in the roadway/drainage/utility construction plans and specifications. Survey data for additional right-of-way needed at the end of Austin Avenue will also be provided to the City during this phase of the project. Funding: Cost: $200,700 Source of funds: 2001 G.O.
