DATE: November 17, 2005
SUBJECT: City Council Meeting - November 22, 2005
ITEM: 9.D.1. Consider a resolution authorizing the Mayor to execute a contract
with Landscapes Unlimited for the Forest Creek Golf Course Bunker
Renovations.
Department: Engineering & Development Services
Staff Person: Larry Madsen, Building Construction Manager
Justification:
Renovations of golf course bunkers is a high priority to improve playing conditions,
maintenance and aesthetics at Forest Creek. An invitation for bids was advertised with the City
receiving four proposals ranging in price from $186,561.10 to $317,433.50. A review
committee consisting of Jim Pappa, Golf Course Manager, Rick Atkins, PARD Director, Howard
Baker, Purchasing Manager and Larry Madsen, Building Construction Manager evaluated the
proposals. Landscapes Unlimited was determined to be well qualified and had the best value
for the renovation project.
Funding:
Cost: $186,561.10
Source of funds: Golf Course Construction Fund
Outside Resources: Mike Ussery & Jim Pappa, Oncourse Strategies
Background Information:
In April of 2005, the City entered into a 5 year lease agreement with CCA Silband/Oncourse
Strategies for the operation of Forest Creek Golf Course. As part of the agreement
discussions, the City and CCA agreed that certain capital improvements to the course were
needed to maintain and improve the course and facilities. Those improvements would be
funded through an interfund loan not to exceed $1 million from the City's general operations
and paid back to the City from golf course revenues over a period not to exceed 20 years. This
is one of at least 4 priority projects to be funded through this agreement.
