CM-2016-1117 - 6/3/2016STATE OF TEXAS § COUNTY OF WILLIAMSON § SUPPLEMENTAL CONTRACT NO. 1 TO CONTRACT FOR ENGINEERING SERVICES FIRM: CDM SMITH ("Engineer") ADDRESS: 12357-A Riata Trace Parkway, Suite 210, Austin, TX 78727 PROJECT: 2014 Water Master Plan Update This Supplemental Contract No. 1 to Contract for Engineering Services is made by and between the City of Round Rock, Texas, hereinafter called the "City" and CDM Smith, hereinafter called the "Engineer". WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter called the "Contract", on the 9th day of October, 2014 for the 2014 Water Master Plan Update Project in the amount of $158,520.00; and WHEREAS, it has become necessary to amend the Contract to modify the provisions for the scope of services and to increase the compensation by $40,000.00 to a total of $198,520.00; NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract is amended as follows: I. Article 1, City Services and Exhibit A, City Services shall be amended as set forth in the attached Addendum To Exhibit A. Il. Article 2, Enizineerina Services and Exhibit B, En ing_eering Services shall be amended as set forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as set forth in the attached Addendum To Exhibit C. Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by $40,000.00 the lump sum amount payable under the Contract for a total of $198,520.00, as shown by the attached Addendum to Exhibit D. Designate a person to act as City's representative with respect to the services to be performed or furnished by the Engineer. This representation will have authority to transmit instructions, receive information, interpret and define City's policies and decisions with respect to Engineer's services. 2. Provide all criteria and full information as to City's requirements for the project, including objectives and constraints, capacity and performance requirements, and expandability, and furnish copies of all pertinent engineering information related to the assignment. 3. Assist Engineer by placing all available information pertinent to the Project, including previous reports and any other data relative to the design or construction of the Project at the Engineer's disposal. 4. Furnish to Engineer, as requested for performance of basic services or as required by the Contract Documents, the following. a. Provide all data available pertaining to the distribution system including, at a minimum, pipe diameter, pipe roughness, pipe length, pipe connectivity, location of PRVs, billing data, set points for pump and tank operations and fire hydrant test data. If pipe material and age are available, they will also be provided. This data will be provided in GIS format if possible. b. Provide available data pertaining to water demand data, current CIP information, street locations, and available parcel maps. Whenever possible, this data will be provided in electronic format. As much as possible, data will be provided in ArcView compatible format. C. Examine all alternate solutions, studies, reports, sketches, proposals and other documents presented by Engineer; d. Provide pertinent distribution system data related to future system improvements or expansions. Level of detail will be similar to Item a above. e. Provide water distribution system operating that provides information on the operational aspects of the existing system. f. Provide information about specific areas of the distribution system that are experiencing pressure, residual, flow, etc. problems. g. Give prompt notice to Engineer whenever City observes or otherwise becomes aware of any development that affects the scope or time of performance or furnishing of Engineer's services, or any defect or nonconformance in Engineer's services in the work of any Contractor. ADDENDUM TO EXHIBIT B Engineering Services The purpose of this project is to provide support to the City for running "what if scenarios using the most recent water model (WaterGEMS model platform). The existing and future conditions models have been updated as of August 2015. The services shall include the following tasks: 1. The model will be updated as appropriate to reflect additional constructed infrastructure as provided by the City. The model will then be run to evaluate specific additional loads/demands to the water utility systems as specified by the City in writing. Periodically, the updated model may be provided to the City, if requested. 2. Engineer will evaluate specific development situations as directed by the City and provide a recommendation as to whether existing infrastructure can support the development and, as necessary, recommendations regarding the infrastructure required to allow for the proposed development. 3. An email and/or informal memo will be prepared and sent to the Project Manager outlining the request for evaluation and results of the evaluation. The Project Manager will distribute to the City as needed. For evaluations that involve multiple development areas, as opposed to one or two individual development lots, associated CIP maps and/or cost tables will be updated as directed by the City. The overall 10 -year CIP map will be updated to reflect major infrastructure required for the area. As needed or requested, preliminary/planning level cost estimates will also be prepared and provided along with the updated 10 -year CIP map. 4. Engineer will also indicate in the email/memo if the plans for specific developments meet the criteria established for determining water demands based on the future land use plan. This information will help the City determine if there are significant deviations from their CIP. 5. Services will also include periodic conference calls or, if needed, meetings with the City to discuss evaluations and implications of development scenarios. Engineer will revise data as directed by the City based on these discussions. It has become necessary to retain CDM Smith, the engineers who developed the city's most current water model, to provide additional modeling tasks as -needed. This supplemental agreement would enable the City to request the engineers to run different scenarios or to revise the model as need be for various circumstances that routinely arise. These circumstances include modifications to the water distribution system or how the system is operated, or how a proposed development might impact or be served using existing or modified infrastructure. The agreement will allow the City to obtain water model assistance as it arises. This task will be included in the next Water Master Plan contract so that no supplemental agreements would be necessary in the future for this type of service. Staff Recommends Approval.
