WHEREAS, the Parks and Recreation Department has requested that
the following streets be closed on March 12, 2005 for the annual Three -
Legged Willie 13 KM Distance Classic: Harrell Parkway from Highway 79
(Palm Valley Boulevard) to CR 113 from 7:45 a.m. to 10:30 a.m.; and
Aten Loop from 7:45 a.m. to 8:45 a.m., and
WHEREAS, the City Council wishes to grant said request, Now
Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That Harrell Parkway and Aten Loop be closed as set forth above.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

Parkway, Aten Loop and a portion of CR 113 on March 12,

Justification:
This resolution will allow the closing of streets for the annual Three -Legged Willie 13 KM
Distance Classic. This is the 26th year for this event.

Background Information:
This event commemorates the life of Willie, or Richard McAlpin Williamson. A Georgia
boy who migrated to Texas in 1826 and eventually became a member of the Texas
Legislature. A childhood disease caused Willie's right leg to shrivel and become useless.
Eventually, Willie took to tying it up behind him and wearing a wooden leg --hence the
name "Three Legged Willie." His fame as a do-gooder so impressed the young Texas
Government that they decided to name a county after him. Williamson County lies in the
heart of the Hill Country, just north of Austin.
