TO CONTRACT FOR ENGINEERING SERVICES

PROJECT: 2015 CAMPO TAP Applications
This Supplemental Contract No. 2 to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and Brown & Gay Engineers, Inc.,
hereinafter called the "Engineer".
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 24th day of July, 2015 for the 2015 CAMPO TAP Applications
Project in the amount of $34,682.00; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 1 on November 13,
2015 to amend the scope of services and to increase the compensation by $13,114.00 to a total of
$47,796.00; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $12,054.00 to a total of $59,850.00;
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:
I.
Article 2, Engineering Services and Exhibit B, Engineering_ Services shall be amended as set
forth in the attached Addendum To Exhibit B.
II.
Article 4, . Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$12,054.00 the lump sum amount payable under the Contract for a total of $59,850.00, as shown
by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF, the City and the Engineer have executed this Supplemental
Contract in duplicate.

ADDENDUM TO EXHIBIT B
Engineering Services
Project Understanding
This scope of work includes four separate tasks for evaluation of potential impacts to historic resources
under Section 106 of the National Historic Preservation Act (NHPA) for the City of Round Rock
Southwest Downtown Infrastructure Improvements Project, Phase 5B. Project Coordination Request
(PCR) has been approved by the Texas Department of Transportation (TxDOT) Environmental Affairs
Division (ENV) under the assumption that the following tasks will be undertaken in order to complete the
Section 106 process.
Task A — Prepare a Draft and Final Historic Resources Research Design
Task B — Conduct a Historic -Age Resources Reconnaissance Survey
Task C — Prepare a Draft and Final Report for Historical Studies Survey
Task D — Section 106 coordination efforts
The proposed project consists of infrastructure improvements in downtown Round Rock, including
installation of sidewalk pavers and modification of the existing curbs and gutters. Improvements would be
made at the following locations: along Blair Street from Main Street to McNeil Road; along W. Bagdad
Avenue from Brown Street to McNeil Road; along E. Bagdad Avenue from McNeil Road to Lampasas
Street; along Florence Street from Blair Street to McNeil Road; and along McNeil Road from Lake Creek
Bridge to W. Bagdad Avenue. The proposed project would be locally funded by the City of Round Rock.
Scope of Work
Task A
Prepare a Draft and Final Research Design in accordance with TxDOT's Documentation Standard for
Historic Resources Research Design (April 2014). The Draft Research Design will be submitted to the
TxDOT Austin District, and TxDOT ENV for review and comment, and any necessary revisions will be
incorporated prior to submittal of the Final Research Design. The Research Design will build off of
information provided in the PCR previously completed for the proposed project. Approval of the
Research Design by TxDOT ENV is required prior to initiation of the efforts described in Task B.
Task B
Conduct a Historic -Age Resources Reconnaissance Survey in compliance with TxDOT and Texas
Historical Commission (THC) standards. The survey will follow the methodology prescribed in the
TxDOT ENV -approved Research Design.
Task C
Following completion of Task B, prepare a Draft and Final Report for Historical Studies Survey in
accordance with TxDOT's Documentation Standard for Reconnaissance Survey Report (April 2014).
The report will be submitted to the TxDOT Austin District, and TxDOT ENV for review and comment,
and any necessary revisions will be incorporated prior to submittal of the Final Report for Historical
Studies Survey.
Task D
Provide support for coordination efforts with the City of Round Rock, TxDOT Austin District, and
TxDOT ENV, as necessary, to address any comments on the Research Design or Report for Historical
Studies Survey. Coordination with the Williamson County Historical Commission (CHC) and Round

Rock Certified Local Government (CLG) will also be required and will include a 30 -day comment period
(per 36 CFR 800).

Assumptions
Additional tasks beyond those described above, including intensive historic resources survey, are not
included in this scope of work and accompanying fee estimate. If this or other similar tasks are deemed
necessary, a separate scope of work and fee estimate can be provided.

2015 CAMPO TAP Applications.
As part of the award of TAP funds for sidewalk construction, The Texas Department of
Transportation (TxDOT) is requiring the City of Round Rock (CORR) to conduct a Full
Historical Survey of the Southwest Downtown Phase -513 (SWDT-5B) project area; this
survey will be used by the Texas Historical Commission (THC) to review and potentially
approve the CORR's request for a Categorical Exclusion (CE). Brown & Gay
Engineers, Inc. is coordinating with Hicks & Company to perform the historic study. This
supplemental agreement includes an expense for this amount in addition to direct labor
costs.
The Transportation Department recommends that the City of Round Rock execute a
contract with Brown & Gay Engineers, Inc. in the amount of $12,054.00 in exchange
for coordinating with Hicks & Company to complete the full historic survey on behalf of
the City of Round Rock.
Staff recommends approval.
