WHEREAS, the U.S. Department of Justice, has grant funds
available to cities for various law enforcement projects, and
WHEREAS, Bulletproof Vest Partnership Program funds are available
to procure replacement bulletproof vests for law enforcement agencies,
and
WHEREAS, the City Council wishes to make application for the
above-described grant, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the City Manager is hereby authorized and directed to make
the necessary application for the above-described grant.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

will develop standards and guidelines for determining whether a State or local entity has adopted
the NIMS. Finally, the recipient further acknowledges that the Secretary of Homeland Security will

necessary grant application to the U.S. Department of Justice for a
Bulletproof Vest Partnership Program Grant.

Justification:
Every five years officers' issued vests are replaced as the warranty for these vests expires. In
past years the Police Department has participated in the Bulletproof Vest Partnership (BVP)
Program which is a grant program offered by the U.S. Department of Justice (DOJ). This program
is a unique DOJ initiative designed to provide a critical resource to state and local law
enforcement and is administered by the Office of Justice Programs Bureau of Justice Assistance.
The program is designed to reimburse eligible law enforcement agencies for 50% of the funds
expended on vest replacements. This Police Department will utilized program funds for all
scheduled vest replacements during the 2006-2007 fiscal year. The program covers all
replacements made after April 1, 2006 but before March 31, 2007. Additional funding may
become available in 2007.
