WHEREAS, the Round Rock City Council wishes to establish a Task
Force to Encourage Philanthropy for Arts and Cultural Activities, and
WHEREAS, the purpose of the Task Force is to be advisory to the
City Council on matters pertaining to issues relative to arts and
cultural activities in Round Rock, equipment, or supplies to be
provided, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Task Force to Encourage Philanthropy for Arts and
Cultural Activities is hereby created, as set forth in Exhibit "A",
attached hereto and incorporated herein for all purposes.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

TASK FORCE TO ENCOURAGE PHILANTHROPY FOR
ARTS AND CULTURAL ACTIVITIES
1. TASK FORCE CREATED
The City Council shall appoint a Task force to be known as the Task Force to Encourage
Philanthropy for Arts and Cultural Activities.
The Task Force shall consist of a minimum of nineteen (19) to a maximum of twenty-nine (29)
members, who reside within the City limits and extra -territorial jurisdiction (ETJ) of Round
Rock.
It is desired to have advisory members from RRISD, Texas State University, Austin Community
College, and the Community Foundation as part of that task force.
Ex -officio members from Round Rock Parks and Recreation and Round Rock Public Library will
be appointed by the City Manager.
2. QUALIFICATIONS OF TASK FORCE MEMBERS
Members of the Task Force shall posses at least one of the following qualifications:
(1) Have a strong interest in promoting and growing Cultural and Fine Arts in the greater
Round Rock area;
(2) Be involved in a non-profit organization promoting arts and cultural activities; or
(3) Offer services that will benefit the non-profit organizations that promote arts and cultural
activities.
3. TERMS OF APPOINTMENT
The Task Force members shall hold office for one year.
4. ATTENDANCE REQUIREMENTS
Any Task Force member who misses three (3) consecutive meetings shall forfeit the appointment
and his/her replacement will be appointed by the City Council to fill the remaining term.
5. CHAIRMAN; VICE-CHAIRMAN
The City Council hereby appoints Gisele Schaefer as the interim chairman of the Task Force.
The members shall elect among the membership the permanent chairman and vice-chairman.
6. RULES OF ORDER
The Task Force shall follow Roberts Rules of Order for conducting meetings; and, a quorum of
seven (7) members must be present in order to conduct the business of the Task Force.
7. COMMITTEES
Committees and secretary may be appointed by the chairman as needed.
8. MEETINGS
The Task Force shall hold two (2) regularly scheduled meetings each month. Special meetings
may be held upon request of the chairman, Mayor, City Manager, or upon request of two or more
Task Force members.
All meetings must conform to the Texas Open Meetings Act.
9. DUTIES
The Task Force may assist the City Council as follows:
(1) To establish and encourage communications between members of the Round Rock arts
community and the City of Round Rock;
(2) To create an inventory of current arts and cultural activities taking place in the City of
Round Rock and its ETJ;
(3) To provide and obtain information about needs of the arts community which are unique to
that segment of the community;
(4) To conduct studies and provide reports to the City Council about other arts programs and
activities that will benefit the diverse population in the Round Rock area;
(5) To identify funding sources to expand arts -related programs which benefit the entire
community;
(6) To assist the Round Rock Parks and Recreation and Round Rock Public Library to identify
programming and funding to expand their arts and cultured programming;
(7) To make recommendations on other issues relating to arts and cultural programming in
Round Rock;
(8) To gather information on how other governing bodies handle arts and cultural activities
funding; and
(9) To suggest an organizational structure with policies and procedures that would manage
philanthropy for arts and cultural activities.
10. LIMITATIONS
(1) The Task Force shall be advisory in nature and have no authority to obligate the City of
Round Rock in any financial way nor shall the Task Force have the authority to make
expenditures of city funds.
(2) The Task Force shall not request any work done on its own authority nor promise the
citizens that work will be done.
11. SUNSET PROVISIONS
(1) The Task Force shall expire one year from the date the members are appointed.

Justification:
There are several non-profit and other venues in the City interested in more fully developing
philanthropy in the City. There are departments in the City that have aspects of culture and arts
as part of their mission. This task force, to exist for one year from the time that the task force is
appointed, will investigate the various forms of philanthropy that exist to help such efforts grow
and develop past their current state.
The task force would be appointed by the City Council.
