R-06-05-25-11B1 - 5/25/2006RESOLUTION R -06-05-25-11B1 WHEREAS, the City Council of the City hereby finds and determines that there is an urgent need for the City to improve the City's water system, and WHEREAS, such capital improvements cannot be reasonably financed unless financial assistance is obtained from the Texas Water Development Board, and WHEREAS, the City Council now desires to request financial assistance in an amount not to exceed Twelve Million and No/100 Dollars ($12,000,000), Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS THAT, 1. The City Manager is hereby authorized to file with the Texas Water Development Board an application for financial assistance in an amount not to exceed Twelve Million and No/100 Dollars ($12,000,000) to provide for the costs of construction of improvements to the City's water system. 2. The City Manager is hereby designated as the authorized representative of the City for purposes for furnishing such information and executing such documents as may be required in connection with the preparation and filing of such application for financial assistance and complying with the rules of the Texas Water Development Board. 3. Consider a resolution requesting financial assistance from the Texas Water Development Board for improvements to the City's water system. Department: Finance Staff Person: Cindy Demers, Director Tom Clark, Utilities Director Justification: In 2005, the City of Round Rock submitted a project proposal to the Texas Water Development Board (TWDB) for funding consideration through the FY 2006 Drinking Water State Revolving Fund (DWSRF). The project submitted - Raw Water Delivery System is on the utility's capital improvement program and will provide capacity improvements to Round Rock's intake pumps and transmission system at Lake Georgetown. The City has been notified that the project was accepted to the TWDB Intended Use Plan making it eligible for funding through the revolving loan program. This action authorizes the City to file the appropriate application information to TWDB for the loan. It does not commit the City to accept the loan. Funding: Cost: N/A Source of funds: N/A Outside Resources: Texas Water Development Board Background Information: The DWSRF offers the City a very competitive alternative financing method to traditional open market financing and fits well with the overall debt service structure of the utility. Herring, Member This letter serves as official notice that the proposed project for the City of Round Rock (City), as described in the FY 2006 DWSRF Intended Use Plan (IUP), is within the amount of available DWSRF funds. Please consider this letter as your invitation to submit a financial application for funding consideration under the DWSRF program. Your completed application must be received by June 1, 2006, and a loan commitment from the Texas Water Development Board (Board) must be received by September 1, 2006. If your application is not received by this deadline, pursuant to Section 371.21 of the Board rules, your project will be moved to the bottom of the FY 2006 Intended Use Plan priority list for the remainder of the funding year. The next step is to schedule a pre -application conference with Ms. Sammye Hodges of our staff at (512)936-2118. We recommend that a pre -application conference be scheduled soon as possible due to the timeframe required for submittal of an application. If the City is unable to complete an application by the deadline or chooses not to access the funding, please notify the Board in writing. A notification form is enclosed for your convenience. The DWSRF functions on a priority ranking system and funding is limited. Receipt of this notice will enable us to extend an opportunity to many public water systems that have expressed interest in receiving DWSRF loans but could not due to unavailable funding.
