R -06-07-13-14A 1 WHEREAS, the City of Round Rock has duly advertised for bids for the Dry Branch Tributary (South Creek Channel) Improvements Project, and WHEREAS, Austin Filter Systems, Inc. has submitted the lowest responsible bid, and WHEREAS, the City Council wishes to accept the bid of Austin Filter Systems, Inc., Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City a contract with Austin Filter Systems, Inc. for the Dry Branch Tributary (South Creek Channel) Improvements Project. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. IIahien: On May 30, 2006, bids solicited t<►r the South Creek Channel Improvements Project were opened publicly and read aloud. Two bids were received. Subsequent to the hid opening. an error in the total quantity of Channel E cayaton mown on the bid form for the Rase Rid was discovered and corrected. The total amounts hid reflect the corrected quantity. The apparent low bidder is Austin Filter Systems, Inc.. with a base hid amount of S2,262,103.00. The next lowest bid amount is S2.175,241.15 and the Engineer's Opinion of Probable Construction Costs is 52,054,817.00. The apparent low bidder\ bids for Additive Alternates 1 and 2 arc S173.50-1.25 and S83,h% 50, respectively. Engineer's Opinion of Probable Construction Costs for Additive Alternates 1 and 2 arc S 08,155.(X) and 567.345.00. respectively. A tabulation of the bids is enclosed for your reference. Espey Consultant., Inc.. performed a contractor evaluation of Austin Filter Systems. Inc. After reviewing the C'ontractor's statement of cspericncc and contacting several references. Austin Filter Systems, Inc.. appears to be qualified to complete this project. Copies of the contractor evaluation forms are enclosed for your reference. Consider a resolution authorizing the Mayor to execute a Construction Contract with Austin Filter Systems, Inc. for the Dry Branch Tributary (South Creek Channel) Improvements Project. Department: Engineering & Development Services Staff Person: Daniel L. Halden, P.E., City Engineer Justification: This project is to construct channel and drainage system improvements for flood control, appearance, and maintenance. The project includes channel modifications to Dry Branch tributary in South Creek subdivision from Mimosa Drive to its confluence with Dry Branch Tributary No.1; Dry Branch Tributary No. 1 channel through South Creek subdivision up to A.W. Grimes Boulevard; slope stabilization for Dry Branch Tributary No.1 near its intersection with Gattis School Road west of the Clay Madsen Recreation Center; and drainage improvements on Greenlawn Boulevard north of Parkside Circle to help alleviate inundation of the area during intense rainfall events. Because this project will impact waters of the U.S., the City has secured a permit with the Corps of Engineers, which has jurisdiction over the project. Two contractors submitted bids on this project. from Austin Filter Systems, Inc. The second bid Construction Company, Ltd. After review of the of the contract to Austin Filter Systems, Inc. Funding: Cost: $2,519,793.75 Source of funds: 2001 G.O. Bond - $1,357,747.45 4B Fund - $1,162,046.30 Outside Resources: United States Army Corps of Engineers (USACE) Espey Consultants, Inc. The lowest bid was $2,519,793.75 received was $2,924,517.15 received from Rogers bids received, staff is recommending award Background Information: The Dry Branch Tributary No. 1 channel traversing through South Creek subdivision is difficult to maintain and is critical for carrying floodwaters safely through the subdivision. This same channel is experiencing stabilization problems near its intersection with Gattis School Road. Also, there have been flooding problems in the Greenslopes Subdivision west of Dry Branch Tributary No. 1 near the intersection of Greenlawn Boulevard and Parkside Circle. This project will improve the channel and increase the channel capacity and improve the appearance and maintainability of Dry Branch Tributary No.1. Public Comment: The City has discussed the proposed project with several residents in the South Creek subdivision. A neighborhood meeting will be conducted prior to the commencement of construction for residents whose property is adjacent to the Dry Branch Tributary.
