R -06-07-13-14C1 WHEREAS, by Resolution No. R -06-04-13-10B1, the City Council established a Task Force to Encourage Philanthropy for Arts and Cultural Activities, and WHEREAS, the authors of the Resolution are recommending that substantial changes be made to the Resolution, and WHEREAS, the City Council desires to amend such Resolution, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That Resolution No. R -06-04-13-10B1 creating the Task Force to Encourage Philanthropy for Arts and Cultural Activities is hereby amended, as set forth in Exhibit "A", attached hereto and incorporated herein for all purposes. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. MARTINEZ, City Secre @PFDesktop\::ODMA/WORLDOX/O:/wdox/RESOLUTI/R60713C1.WPD/rmc Exhibit "A" TASK FORCE TO ENCOURAGE PHILANTHROPY FOR ARTS AND CULTURAL ACTIVITIES 1. TASK FORCE CREATED The City Council shall appoint a Task force to be known as the Task Force to Encourage Philanthropy for Arts and Cultural Activities. The Task Force shall consist of a minimum of twelve (12) members, who reside within the City limits and extra -territorial jurisdiction (ETJ) of Round Rock. It is desired to have advisory members from RRISD, Texas State University, Austin Community College, and the Community Foundation as part of that task force. City staff members from Round Rock Parks and Recreation and Round Rock Public Library will be appointed by the City Manager to assist the Task Force. 2. QUALIFICATIONS OF TASK FORCE MEMBERS Members of the Task Force shall posses at least one of the following qualifications: (1) Have a strong interest in promoting and growing Cultural and Fine Arts in the greater Round Rock area; (2) Be involved in a non-profit organization promoting arts and cultural activities; or (3) Offer services that will benefit the non-profit organizations that promote arts and cultural activities. 3. TERMS OF APPOINTMENT The Task Force members shall hold office until March 31, 2007. 4. ATTENDANCE REQUIREMENTS Any Task Force member who misses three (3) consecutive meetings shall forfeit the appointment and his/her replacement will be appointed by the City Council to fill the remaining term. 5. CHAIRMAN; VICE-CHAIRMAN The City Council hereby appoints Gisele Schaefer as the interim chairman of the Task Force. RULES OF ORDER The Task Force shall follow Roberts Rules of Order for conducting meetings; and, a quorum of seven (7) members must be present in order to conduct the business of the Task Force. 7. COMMITTEES Committees and secretary may be appointed by the chairman as needed. 8. MEETINGS The Task Force shall hold two (2) regularly scheduled meetings each month. Special meetings may be held upon request of the chairman, Mayor, City Manager, or upon request of two or more Task Force members. 9. DUTIES The Task Force may assist the City Council as follows: (1) To create an inventory of current arts and cultural activities taking place in the City of Round Rock and its ETJ; (2) To identify potential funding sources to expand arts -related programs which benefit the entire community; (3) To gather information on how other communities handle arts and cultural activities funding; and (4) To suggest an organizational structure with policies and procedures that would manage philanthropy for arts and cultural activities. 10. LIMITATIONS (1) The Task Force shall be advisory in nature and have no authority to obligate the City of Round Rock in any financial way nor shall the Task Force have the authority to make expenditures of city funds. (2) The Task Force shall not request any work done on its own authority nor promise the citizens that work will be done. 11. SUNSET PROVISIONS (1) The Task Force shall expire on March 31, 2007. 3 DATE: July 6, 2006 SUBJECT: City Council Meeting - July 13, 2006 ITEM: 14.C.1. Consider a resolution amending Resolution No. 06-04-13-1081, which established a Task Force to Encourage Philanthropy for Arts and Cultural Activities. Department: Administration Staff Person: Dale Ricklefs, Library Director Justification: The Council approved a resolution on April 13 creating the Task Force to Enable Philanthropy for Arts and Cultural Activities. The authors of that resolution are recommending to the Council that the following substantive changes be made. • Decrease the membership from a range of nineteen (19) to twenty-nine (29) to a fixed size of twelve (12) • Clarify the role of appointed staff members • Reduce the number of duties of the task force • Allow the group to meet without the Open Meetings Act requirement because the group will only act in an advisory capacity There were additional minor changes to the original submission as well.
