AN ORDINANCE AMENDING THE GENERAL PLAN OF THE CITY
OF ROUND ROCK, TEXAS, CODIFIED UNDER SECTION 11.107,
CODE OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK,
TEXAS, TO AMEND THE FUTURE LAND USE MAP; AND
PROVIDING FOR A SAVINGS CLAUSE AND REPEALING
CONFLICTING ORDINANCES AND RESOLUTIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS:
I.
Chapter 5, Map 5.2 City of Round Rock Future Land Use Map, is
hereby deleted in its entirety and replaced with Exhibit A, City of
Round Rock Future Land Use Map, attached hereto and made a part
hereof, as if fully set out in this ordinance.
II.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
C. The City Council hereby finds and declares that written
notice of the date, hour, place and subject of the meeting at which
this Ordinance was adopted was posted and that such meeting was
open to the public as required by law at all times during which
this Ordinance and the subject matter hereof were discussed,
considered and formally acted upon, all as required by the Open
Meetings Act, Chapter 551, Texas Government Code, as amended.

ITEM: 12.B.6. Consider an ordinance amending the General Plan to modify the Future
Land Use Map with regard to the area north of Brushy Creek, west of CR
110, south of Round Rock's extraterritorial jurisdiction boundary with
Georgetown and east of FM 1460. (First Reading)

Justification:
Because the Future Land Use Map of the General Plan serves as the principal guiding document in
determining the appropriateness of zoning designations for property that is annexed into the City and for
property under consideration for zoning changes, it is imperative that it accurately reflect the current goals
and objectives of the City and that it account for changing market conditions. In order to ensure the
appropriateness of the land use designations of the Future Land Use Map, the City will periodically amend
the plan based on a review of changing conditions in different areas of the City and its extraterritorial
jurisdiction (ETJ).
Staff has been in the process of amending the map with respect to northeast Round Rock for the
past year. These changes have been done in phases, with the first phase completed in August of last year,
and the second phase completed in December. We are now presenting Phase 3, which covers the area from
FM 1460 east to CR 110.
The proposed changes are shown in the map included in your packet labeled Future Land Use Phase
3: PROPOSED. For comparison, the version of the map currently in effect is also included in your packet.
This map is labeled Future Land Use Phase 3: CURRENT. These maps are intended to make it easier to
identify the proposed changes. However, if Council agrees with the proposed changes, the actual action to
be taken will be the replacement of the Future Land Use Map for the entire city. This overall map is the
11"x17" map included in your packet labeled as Future Land Use Mao.
The primary change is the inclusion of the Mixed Land Use designation in the area east of Texas
State University and an area along Brushy Creek south of the Dell Diamond. The Mixed Land Use
designation provides for a higher intensity mix of compatible commercial, office and multifamily uses.
The rationale for these changes is explained in a document known as the Northeast Plan (which has
been included in your packet with this agenda item). This document was originally adopted in August of
2005 with the first phase of changes to the Future Land Use Map for northeast Round Rock. It was
subsequently amended in December to add the explanation for the second phase of changes. And now it will
be amended to include the chapter providing the rationale behind the third phase of changes.
As discussed in The Northeast Plan, the recommended changes account for a number of factors,
including changing market conditions, transportation improvements, utility improvements, existing drainage
ways and property owner input. This input was solicited through three mailings to owners of 10 acres or
more and numerous subsequent meetings. A public hearing was also held at the Planning and Zoning
Commission, and one will be held at the City Council meeting as well.

Background Information:
On September 20, 2006, the Planning and Zoning Commission unanimously rendered a favorable
recommendation to amend the Future Land Use Map of the General Plan as proposed in Phase 3 of the
Northeast Plan. The Commission also requested that special mention be made of the historic Reid and
Telander homes in the area south of U.S. Hwy. 79 across from Old Settlers Park and the Dell Diamond.
Accordingly, language to that effect has been added to The Northeast Plan.

A public hearing was held at the September 20, 2006, Planning and Zoning Commission meeting.
