R -06-10-26-13C1 WHEREAS, the City of Round Rock has duly advertised for bids for the Westinghouse Tank Rehabilitation Project, and WHEREAS, Excel Construction Services, LLC has submitted the lowest responsible bid, and WHEREAS, the City Council wishes to accept the bid of Excel Construction Services, LLC, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City a contract with Excel Construction Services, LLC for the Westinghouse Tank Rehabilitation Project. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Three bids were received and are listed below: Excel Construction Services, LLC Austin Engineering Co., Inc. Matous Construction Ltd. $540,000.00 $661,520.00 $675,270.00 The low bidder for the project is Excel Construction Services, LLC. We have investigated previous work by Excel Construction Services, LLC to determine if they are qualified to complete the work. Excel Construction Services has successfully completed numerous water and wastewater treatment projects in the Central Texas area. They recently completed a project with CDM for the City of Cedar Park. We believe that Excel Construction Services has the experience and the capacity to complete the Westinghouse Road Tank & Well Improvements project within the time frame described in the contract. Consider a resolution authorizing the Mayor to execute a construction contract with Excel Construction Services, LLC for the Westinghouse Tank Rehabilitation Project. Department: Water and Wastewater Utilities Staff Person: Tom Word, Chief of Public Works Operations Justification: The City's Westinghouse Road 100,000 gallon water tank has become unstable and developed a tilt to the East. The city must rehabilitate the ground storage tank, correct the foundation problem and replace the two ground water well pumps at the Westinghouse Tank site. This work will bring the site up to TCEQ standards and optimize the working condition and output of this groundwater producing site. The 2 well pumps and motors will be replaced and the tank will be re -leveled and painted inside and out. Funding: Cost: Source of funds: $ 540,000 Utility Self Financed Construction - Water Outside Resources: CDM Engineering Background Information: There were 3 bidders on this project with prices ranging from between $540,000 and $675,270. The bids were opened on October 10th. This project will maximize the groundwater production at this site, help keep the overall cost of drinking water down, help reduce the city's demand for surface water and bring the tanks up to TCEQ standards. Based on the review of the bids by staff and CDM Engineering, Inc., staff recommends awarding the project to Excel Construction Services. Public Comment: N/A
