CO3- 11-13 - / V1:1QJ AN ORDINANCE AMENDING CHAPTER 10, SECTION 10.202, CODE OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS, ADOPTING WASTEWATER UTILITY RATES; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, THAT: I. That Chapter 10, Section 10.202(1), Code of Ordinances (1995 Edition), City of Round Rock is hereby amended to read as follows: (1) Sewer Rates for Retail Customers (a) Inside City Limits: The rate schedule for retail customers of the city's sanitary sewer system shall be hereinafter set forth. (i) Rates The sewer rate for retail customers shall be $2.12 per 1,000 gallons of water used for all users. (ii) Monthly Charge Except as provided below, in addition to the foregoing rates, each user shall also pay a monthly sewer service charge pursuant to the following schedule regardless of the amount of water used. Consider an ordinance amending Chapter 10, Section 10.202 of the Round Rock Code of Ordinances to amend the wastewater rates for retail customers. (Second Reading) Resource: David Kautz, Assistant City Manager/CFO Cindy Demers, Finance Director History: The City has recently completed a water and wastewater utility rate study conducted by the consulting firm of Black and Veatch. Results of this study indicate the need for a multi-year approach to utility rate adjustments. Increased operating costs, new regulatory requirements and anticipated debt issuance associated with a $96.3 million utility capital improvement program are the primary causes of the rate considerations. Historically, the City has taken a utility rate management approach that avoids substantial rate increases in any given year. We will continue to make the rate recommendations in consideration of this philosophy in addition to keeping our rates competitive within the area. The proposed rate increase will go into effect January 2004. It will affect the wastewater component of the utility bill and is estimated to increase the average residential bill by approximately 3% or 1.45 per month.
