AN ORDINANCE RE -ADOPTING AND AMENDING THE
COMPREHENSIVE PARKS, RECREATION AND OPEN SPACE
MASTER PLAN ORIGINALLY ADOPTED UNDER RESOLUTION NO.
R -00-08-10-10C1 TO ADD THE "CITYWIDE TRAILS MASTER PLAN,
APRIL 2004"; AND REPEALING ALL CONFLICTING ORDINANCES
OR RESOLUTIONS.
WHEREAS, the City of Round Rock adopted the Comprehensive
Parks, Recreation and Open Space Master Plan under Resolution No.
R -00-08-10-10C1; and
WHEREAS, the City Council wishes to re -adopt by ordinance the
Comprehensive Parks, Recreation and Open Space Master Plan; and
WHEREAS, the "Citywide Trails Master Plan, April 2004" has
been presented for consideration to the City Council; and
WHEREAS, said "Citywide Trails Master Plan, April 2004" is
intended to be a part of the Comprehensive Parks, Recreation and
Open Space Master Plan; and
WHEREAS, the "Citywide Trails Master Plan, April 2004" is
intended to serve as a guide in the planning and development of the
City of Round Rock's future trail system(s); and
WHEREAS, the City Council has determined that the "Citywide
Trails Master Plan, April 2004" be adopted as part of the
Comprehensive Parks, Recreation and Open Space Master Plan, Now
Therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS, THAT:

I.
The Comprehensive Parks, Recreation and Open Space Plan
originally adopted by Resolution No. R -00-08-10-10C1 is hereby re-
adopted by this Ordinance No. G- oi-i- o14-as-l3C J .
II.
Exhibit A is hereby adopted as the "Citywide Trails Master
Plan, April 2004" of the City of Round Rock, Texas, attached hereto
and made a part hereof, as if fully set out in this ordinance. The
Comprehensive Parks, Recreation and Open Space Master Plan is
hereby amended to add Exhibit A.
III.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
C. The City Council hereby finds and declares that written
notice of the date, hour, place and subject of the meeting at which
this Ordinance was adopted was posted and that such meeting was
open to the public as required by law at all times during which
this Ordinance and the subject matter hereof were discussed,
considered and formally acted upon, all as required by the Open
Meetings Act, Chapter 551, Texas Government Code, as amended.

ITEM: 13.C.1. Consider an ordinance amending the 2000 Parks, Recreation
and Open Space Master Plan through the addition of the
Citywide Trails Master Plan. (First Reading)
Department: Parks and Recreation Department
Staff Person: M. James Hemenes
Justification: Based on the most recent Citywide Surveys, trails have been
identified as the number one request by citizens for recreation
opportunities. From this, the City -Wide Trail System CIP Program
was formed. The CORR Parks and Recreation Department (PARD)
has been tasked with developing hike and bike trails for recreation,
as well as connectivity. Last year, the City -Wide Trails Master Plan
Project was started, and is now complete. The Plan is now ready
to be added to the Comprehensive Parks, Recreation and Open
Space Master Plan and implemented.

Background Information:
Public Comment:
The Comprehensive Parks, Recreation and Open
Space Master Plan's section addressing trails did not
fully meet the needs of the Department from a
planning and implementation standpoint. A
comprehensive study and plan was necessary to guide
the planning and development of the City's future
trails system(s). The new document will fully meet
these current and future needs.
Public Comment opportunities included four (4) Open
Houses and one (1) public hearing (Planning & Zoning
Commission).
