Through Williamson -Burnet Counties Opportunities, Inc., also known as WBCO, Head Start provides comprehensive early childhood education, nutrition and parental -involvement services to low-income children and their families. They also provide center -based educational instruction, and regular screenings and assessments in the areas of nutrition, health and mental health. Early Head Start serves children from birth to age 3. Head Start serves children ages 3-5. The current fenced play area, which has an active climbing structure and other play equipment, has no shade to give the children, staff and families protection from sun and heat. A shade structure is proposed over a portion of this play area. An extension of the fencing is proposed in order to double the size of the play area. This would allow considerably more space for free -play, and more activities, games and physical activity for the children. The addition of a trike path would provide a designated safe area to ride trikes, away from free play and climbing element areas. Trike-riding offers additional physical activity and aids in coordination development. These improvements will increase the aesthetics of the building and complex, and provide a larger sun - protected area for play. The City Manager is the Certifying Officer for any project funded with federal funds that are located within the City limits of the Responsible Entity (Round Rock) regardless of the agency receiving funds. The Environmental Review Record (ERR) is a written record of the environmental review undertaken for each project and shall be available for public review and must contain all of the recommended formats. The WBCO Head Start/Early Head Start - Playground Shade System, Fence Extension, and Trike Trail project required the following level of ERRs be conducted and executed by the Certifying Officer: Exempt or Categorically Excluded per CFR 58.34 (a) and 58.35(b) and Categorically Excluded per 24 CFR 58.35(a).
