AN ORDINANCE AMENDING SECTION 3.06 OF THE HUMAN
RESOURCES POLICIES AND PROCEDURES MANUAL,
CONCERNING INCLEMENT WEATHER; AND PROVIDING FOR A
SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES
AND RESOLUTIONS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS:
I.
That Section 3.06 of the Human Resources Policies and
Procedures Manual of the City of Round Rock, Texas, is hereby
amended to read as follows:
3.06 INCLEMENT WEATHER
PURPOSE To provide guidelines about reporting to work under adverse weather conditions.
POLICY Employees are expected to report for duty at the hour regularly assigned for their
workday.
ABSENCES
FROM WORK
CITY OFFICES
CLOSED
If weather conditions are such that personal judgment prevents the employee from
coming to work or causes them to be late, the employee should notify the supervisor
within 30 minutes after the start of the work day.
The City will report the closing/reopening of City offices on the City Web site and
with local media outlets.
It is the employee's responsibility to periodically check to determine if the City
offices have closed/reopened and to receive instructions on returning to work.
If City offices are open and weather conditions cause employees to lose time, the
the supervisor may account for the absence by:
• Authorizing leave time for which the employee is eligible (i.e., vacation)
• Authorizing leave without pay
If City offices are closed due to adverse weather conditions:
•
Non -emergency services personnel scheduled to work will not report to
work, but will be considered as working for pay purposes during the hours
City offices were closed.

EMERGENCY
SERVICES
PERSONNEL
Emergency services personnel will be expected to report as scheduled
unless otherwise notified by their supervisors.
For purposes of this policy "Emergency Services Personnel" are defined as:
Police Officers, Firefighters, and Communications Operators who are
scheduled to work during the hours that City offices are closed due to bad
weather.
Water Plant Operators who are regularly to work during the hours that City
offices are closed due to bad weather.
Employees whose regular duties require them to respond to emergency
situation to take corrective actions who are regularly scheduled to work
during the hours that City offices are closed due to bad weather.
Emergency Services Personnel reporting to work as scheduled wills be paid
their normal rate of pay.
NON -EMERGENCY Non-exempt, Non -emergency Services Personnel who are not scheduled to work
PERSONNEL during the hours that City offices are closed due to bad weather but who are called
to report for work during an emergency situation will receive over -time pay for
actual hours worked in excess of the normal work week.
Non -emergency Services Personnel who are not called to report for work during the
hours that City offices are closed due to bad weather but who report to work
anyway will receive their normal rate of pay.

II.
A.. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.

C. The City Council hereby finds and declares that written
notice of the date, hour, place and subject of the meeting at which
this Ordinance was adopted was posted and that such meeting was
open to the public as required by law at all times during which
this Ordinance and the subject matter hereof were discussed,
considered and formally acted upon, all as required by the Open
Meetings Act, Chapter 551, Texas Government Code, as amended.

reading this ordinance on two separate days was dispensed with.

The Council adopted the current Human Resources Policies
and Procedures Manual in November 2000. Policies and
procedures are updated when business necessity reflects a
need for such revisions.
