5 DEPARTMENT, SECTION 2-80, FINANCE DEPARTMENT, AND BY
6 ADDING NEW SECTION 2-88, COMMUNICATIONS AND MARKET
7 DEPARTMENT, AND SECTION 2-89, SPORTS MANAGEMENT AND
8 TOURISM DEPARTMENT; AND PROVIDING FOR A SAVINGS
9 CLAUSE AND REPEALING CONFLICTING ORDINANCES AND
10 RESOLUTIONS.

12 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK,
13 TEXAS:
14 I.
15 That Chapter 2, Section 2-79, Code of Ordinances (2010 Edition), City of Round
16 Rock, Texas, is hereby amended to read as follows:
17 Sec. 2-79. Planning and development services department.
18 (a) Establishment of planning and development services department.
19 (1) The planning and development services department of the city is hereby created.
20 (2) The head of the department shall be the director of planning and development services who
21 shall be appointed by the city manager. The director of planning and development services shall
22 exercise the duties and responsibilities of the zoning administrator. The director of planning and
23 development services is sometimes referred to in this Code as the "PDS director".
24 (b) Powers and duties of the director of planning and development services.
25 (1) The director of the planning and development services department shall carry out functions of
26 the department relating to urban planning activities, including but not limited to the following:
27 I Development services, current planning, long range planning, building and civil inspections,
28 and code enforcement. The director of planning and development services shall also administer
29 the zoning ordinance found in chapter 46 of this Code.
30 (2) The director of planning and development services shall have supervision and control of the
31 department, subject to the direction of the city manager.
32 (3) The director of planning and development services shall organize the department.
33 (4) The director of planning and development services shall promulgate policies, procedures, rules,
34 directives, and orders for the administration of the department, including but not limited to
35 discipline within the department.

2 That Chapter 2, Section 2-80, Code of Ordinances (2010 Edition), City of Round
3 Rock, Texas, is hereby amended to read as follows:
4 Sec. 2-80. Finance department.
5 (a) Establishment of finance department.
6 (1) The finance department of the city is hereby created.
7 (2) The head of the department shall be the chief financial officer ("CFO") who
8 shall be appointed by the city manager.
9 I (b) Powers and duties of the CFO.
10 (1) The diFGGtGF of the financGe depaFtm CFO shall carry out functions of the department,
11 including but not limited to the following: Head the financial activities of the city in the areas of
12 accounting, reporting, purchasing, utility billing/collection, treasury, property tax, project finance,
13 rate design,-apd budget, and municipal court(s).
14 (2) The CFO shall have supervision and control of the department, subject to the
15 direction of the city manager.
16 (3) The CFO shall organize the department.
17 (4) The di CFO shall promulgate policies, procedures, rules, directives, and orders
18 for the administration of the department, including but not limited to discipline within the
19 department.

That Chapter 2, Code of Ordinances (2010 Edition), City of Round Rock, Texas,
is hereby amended by adding a new Section 2-88 which shall read as follows:
Sec. 2-88. Communications and marketing department.
(a) Establishment of communications and marketing department.
(1) The communications and marketing department of the city is hereby created.
(2) The head of the department shall be the director of communications and marketing department
who shall be appointed by the city manager.
(b) Powers and duties of the director of communications and marketing department.
(1) The director of the communications and marketing department shall plan, direct, and review all
functions and operations of the department, including the content management of city websites,
city social media channels video production and operation of government access channel(s),
media relations citizen participation initiatives, city arts and culture activities, branding and
marketing of downtown including events, special event permitting, and promotion and
marketing of the benefits of shopping locally.
(2) The director of communications and marketing shall have supervision and control of the
department, subject to the direction of the city manager.
(3) The director of communications and marketing shall organize the department.

(4) The director of communications and marketing shall promulgate policies, procedures, rules,
directives and orders for the administration of the department, including but not limited to
discipline within the department.
IV.
That Chapter 2, Code of Ordinances (2010 Edition), City of Round Rock, Texas,
is hereby amended by adding a new Section 2-89 which shall read as follows:
Sec. 2-89. Sports management and Tourism department.
(a) Establishment of sports management and tourism department.
(1) The sports management and tourism department of the city is hereby created.
(2) The head of the department shall be the director of sports management and tourism department
who shall be appointed by the city manager.
(b) Powers and duties of the director of the sports management and tourism department.
(1) The director of the sports management and tourism department shall plan, direct, and review all
functions and operations of the department, including the facility management operations for the
sports tourism facilities owned by the city, the organization of the convention and visitors
bureau and the promotion and scheduling of sports tourism events and conventions.
(2) The director of sports management and tourism shall have supervision and control of the
department, subject to the direction of the city manager.
(3) The director of sports management and tourism department shall organize the department.
(4) The director of sports management and tourism department shall promulgate policies,
procedures rules directives and orders for the administration of the department, including but
not limited to discipline within the department.

That Chapter 2, Sections 2-88 — 2-155 Reserved, Code of Ordinances (2010 Edition),
City of Round Rock, Texas, are hereby amended to read as follows:

A.
A. All ordinances, parts of ordinances, or resolutions in conflict herewith are
32 expressly repealed.
33 B. The invalidity of any section or provision of this ordinance shall not
34 invalidate other sections or provisions thereof.

1 C. The City Council hereby finds and declares that written notice of the date,
2 hour, place and subject of the meeting at which this Ordinance was adopted was posted
3 and that such meeting was open to the public as required by law at all times during
4 which this Ordinance and the subject matter hereof were discussed, considered and
5 formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas
6 Government Code, as amended.

9 Council members present, the requirement for reading this ordinance on two separate
10 days was dispensed with.
