G-03-07-24-10C1 - 7/24/2003ORDINANCE NO. 0 - 03-0 744/40e..,/ AN ORDINANCE AMENDING THE CODE OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS, CHAPTER 3, SECTION 1.1007(1) TO DESIGNATE THE CITY ENGINEER AS THE FLOODPLAIN ADMINISTRATOR; AND PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. That Chapter 3, Section 3.1007(1), Code of Ordinances (1995 Edition), City of Round Rock is hereby amended as follows: 3.1007 ADMINISTRATION (1) Designation of the Floodplain Administrator The City Engineer for the City of Round Rock is hereby appointed the Floodplain Administrator to administer and implement the provisions of this section and other appropriate sections of 44 CFR (National Flood Insurance Program Regulations) pertaining to floodplain management. II. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. C. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Ordinance was adopted was posted and that such meeting was open to the public as required by law at all times during which this Ordinance and the subject matter hereof were discussed, @PFDesktop\::ODMA/WORLDOX/0:/WDOX/ORDINANC/030710C1.WPD/sc considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Consider an ordinance amending Chapter 3, Section 3.1007 (1) of the Round Rock Code of Ordinances (1995 Edition) to designate the City Engineer as the Floodplain Administrator. (Second Reading) Resource: Tom Word, Chief of Public Works Operations Danny Halden, City Engineer History: The federal government established the National Flood Insurance Program (NFIP) so that flood insurance would be available to property owners. As a participating community in the NFIP, the City was required to adopt regulations regarding flood damage prevention. Said regulations have been adopted as Section 3.1000 of Chapter 3 (Building Regulations) of the Round Rock City Code. Within said regulations, the duties to administer the regulations fall upon the "Floodplain Administrator". The Public Works Director is appointed as the Floodplain Administrator per the regulations, and said Director no longer exists.
