AN ORDINANCE AMENDING CHAPTER 9, SECTION 9.503, CODE
OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS
DESIGNATING A PORTION OF GATTIS SCHOOL ROAD AS A
SCHOOL SPEED ZONE; PROVIDING FOR A SAVINGS CLAUSE AND
REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS.
WHEREAS, Section 545.352 of the Texas Transportation Code
establishes prima facie reasonable and prudent speed limits for
streets and highways situated in the State of Texas; and
WHEREAS, Section 545.356 of the Texas Transportation Code
authorizes the governing body of a municipality to alter, by
ordinance, prima facie speed limits pursuant to an engineering and
traffic investigation; and
WHEREAS, an engineering and traffic investigation was conducted
on Gattis School Road from 400 feet west of Via Sonoma Trail to 500
feet east of Bradford Park Drive on the 30th day of August 2002; and
WHEREAS, a copy of said engineering and traffic study is
attached hereto and incorporated herein for all purposes; and
WHEREAS, the results of said engineering and traffic
investigation indicate that a 20 miles per hour school speed zone
should be established on Gattis School Road from 400 feet west of
Via Sonoma Trail to 500 feet east of Bradford Park Drive, between
the hours of 7:00 a.m. and 8:45 a.m. and between the hours of 2:30
p.m. and 4:30 p.m. on school days only; Now Therefore

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS:
I.
That Chapter 9, Section 9.503, of the Code of Ordinances (1995
Edition), City of Round Rock, Texas, is hereby amended by adding a
new section (14) which shall read as follows:
(14) When a sign is posted with the hours of operation, giving notice thereof, the maximum
speed limit shall be twenty (20) miles per hour between the hours of 7:00 a.m. and 8:45
a.m. and between the hours of 2:30 p.m. and 4:30 p.m. on school days only, upon those
streets or portions of streets as follows:

II.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
C. The City Council hereby finds and declares that written
notice of the date, hour, place and subject of the meeting at which
this Ordinance was adopted was posted and that such meeting was
open to the public as required by law at all times during which
this Ordinance and the subject matter hereof were discussed,

considered and formally acted upon, all as required by the Open
Meetings Act, Chapter 551, Texas Government Code, as amended.

School Pedestrian Study
Gattis School Road Corridor
August 30, 2002
Pedestrian counts of school age children were conducted on August 26 and 27, 2002 at
the intersections of Gattis School Road with Double Creek Drive, Meister Lane (CR
169), Rusk Road, Via Sonoma Drive, Bradford Park Drive, High Country Boulevard, and
CR 122. The actual number of pedestrians crossing each street are shown on the attached
drawings for the morning school period (7:15 a.m. — 8:30 a.m.) and the after school
period (2:45 p.m. — 4:00 p.m.).
Our greatest concern is for children crossing Gattis School Road. This crossing
movement occurred only at two intersections, Villa Sonoma and Bradford Park Drive.
There were 49 kids that crossed Gattis School Road in the morning at these two
intersections, and 12 kids crossed in the afternoon. This is a significant number that
warrants the establishment of a short school speed zone at Villa Sonoma Drive. We need
to work with the school to encourage the few kids that cross at Bradford Park to cross at
Villa Sonoma instead. We do not recommend a school speed zone for the full length of
Gattis School Road as there are no other pedestrian crossing conflicts of Gattis School
Road that we could identify at this time.
We also conducted a speed study of Gattis School Road from Double Creek Drive to CR
122. The current posted speed limit for this section of street is 45 mph. We measured the
speeds of 1239 cars at three different locations and found an average 85 percentile speed
of 48.5 mph. Therefore, it appears that the 45 mph speed limit is still appropriate.
We will work with legal to prepare the school speed zone ordinance discussed above for
consideration by the City Council at their September 26, 2002 meeting.

crossing at these two intersections warrants the establishment of a short school
speed zone on Gattis School Road.
Staff recommended to the school district that all children crossing at Bradford
Park should be advised to cross Gattis School Road at Via Sonoma Trail.
Staff does not recommend a school speed zone for the full length of Gattis School
Road, as there are no other pedestrian crossing conflicts on Gattis School Road
that we could identify at this time.
