ATTEST: MAXWELL, Mayor City of Round Rock, Texas ii€,`IrlokukteA CHRISTINE R. MARTINEZ, City Secretar, 3. School Pedestrian Study Gattis School Road Corridor August 30, 2002 Pedestrian counts of school age children were conducted on August 26 and 27, 2002 at the intersections of Gattis School Road with Double Creek Drive, Meister Lane (CR 169), Rusk Road, Via Sonoma Drive, Bradford Park Drive, High Country Boulevard, and CR 122. The actual number of pedestrians crossing each street are shown on the attached drawings for the morning school period (7:15 a.m. — 8:30 a.m.) and the after school period (2:45 p.m. — 4:00 p.m.). Our greatest concern is for children crossing Gattis School Road. This crossing movement occurred only at two intersections, Villa Sonoma and Bradford Park Drive. There were 49 kids that crossed Gattis School Road in the morning at these two intersections, and 12 kids crossed in the afternoon. This is a significant number that warrants the establishment of a short school speed zone at Villa Sonoma Drive. We need to work with the school to encourage the few kids that cross at Bradford Park to cross at Villa Sonoma instead. We do not recommend a school speed zone for the full length of Gattis School Road as there are no other pedestrian crossing conflicts of Gattis School Road that we could identify at this time. We also conducted a speed study of Gattis School Road from Double Creek Drive to CR 122. The current posted speed limit for this section of street is 45 mph. We measured the speeds of 1239 cars at three different locations and found an average 85 percentile speed of 48.5 mph. Therefore, it appears that the 45 mph speed limit is still appropriate. We will work with legal to prepare the school speed zone ordinance discussed above for consideration by the City Council at their September 26, 2002 meeting. atrHaed ago f J'. .- Vas I4'' 1 , l - - 'onoma Dr , r 1-11--------- i- II 11- " III lei r -1, 1 11 i 1 l l I 1 1—_-_RUSKRp== m o _ LE lEWOR-1- - _ T- - - 1__ - j 11_2: .-I i_L _'ill rl I[6'111 rl 1_1 Y,,- —> j,, ,<— y - _I.11 T jIA - 1 Irl 1\i/ 11 ,% f 11Ii.1 11J r-:1 i 1r i`;C i;1F✓ Li r- t T o 1, o CR 169_ DOUBLE CREEK DR I I I Student Pedestrian Counts 7:15AM - 8:30AM i V 3N11 H31VW V 3N11 HDIVIN — — 45 MPH -- — MOH ,001 08 Nsna 80 M31A1S3M ghr RESIDENTIAL 30018 ONIIIOd .?I:3 ‘9, FATAL ACCIDENT PERSONAL INJURY ACCIDENT PROPERTY DAMAGE ACCIDENT a Z w 0 (./1 w n lw J I5 N 01 I.- HONVB 51008 ONnOa 691 80 V) w J_ 5 rV a) I as N3380 37eno0 0 111 HONVa NOOa 0N008 J 1 t 0 g e 0 0 0 LIMITS OF ZONE SECTION ONE I LENGTH 1.92 MILES I SECTION TWO I LENGTH .000 MILES CITY OF ROUND ROCK COUNTY: WIWAMSON STREET: Gattis School Rd 1 I :ATE a SURVEY: 08/30/02 sow 1" = 400' SNI939 SONS I_ Double Creek Dr Ni ..- U 1--] CR 122 > ONE SPEEDS MPH ONE LENGTHS MILES CCIDENTS .O.W. Consider an ordinance amending Chapter 9, Section 9.503, Round Rock Code of Ordinances (1995 Edition) designating a portion of Gattis School Road as a school speed zone. (Second Reading) Resource: Jim Nuse, Chief of Operations/Assistant City Manager Tom Word, Director of Transportation Services History: Pedestrian counts of school age children were conducted on August 26 and 27, 2002 at the intersections of Gattis School Road and Via Sonoma Trail and Bradford Park Drive during the morning period (7:00 a.m. — 8:45 a.m.) and the after school period (2:30 p.m. — 4:30 p.m.). Significant number of children crossing at these two intersections warrants the establishment of a short school speed zone on Gattis School Road. Staff recommended to the school district that all children crossing at Bradford Park should be advised to cross Gattis School Road at Via Sonoma Trail. Staff does not recommend a school speed zone for the full length of Gattis School Road, as there are no other pedestrian crossing conflicts on Gattis School Road that we could identify at this time. Funding: Cost: $14,000 Source of funds: Operating Signs and Markers Outside Resources: N/A Impact:/Benefit: The addition of a school speed zone will promote a safer environment for school traffic entering and exiting the area at Blackland Prairie Elementary and Ridgeview Middle School.
