AN ORDINANCE AMENDING CHAPTER 1 OF THE CODE OF
ORDINANCES, (1995 EDITION) CITY OF ROUND ROCK; ADDING
SUBSECTION 1.1402(6), PROVIDING AN EXCEPTION TO THE
PROHIBITION OF DISCHARGING OF FIREARMS IN THE CITY
LIMITS; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING
CONFLICTING ORDINANCES OR RESOLUTIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS:
I.
That Chapter 1, Code of Ordinances (1995 Edition), City of
Round Rock, Texas, is amended to add Subsection 1.1402(6), which
provides as follows:
(6) The discharge of firearms during an organized training or competitive event, authorized
and supervised by the chief of police or his or her designated agent.
II.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
C. The City Council hereby finds and declares that written
notice of the date, hour, place and subject of the meeting at which
this Ordinance was adopted was posted and that such meeting was
open to the public as required by law at all times during which
this Ordinance and the subject matter hereof were discussed,

considered and formally acted upon, all as required by the Open
Meetings Act, Chapter 551, Texas Government Code, as amended.

ITEM: 11.C.1. Consider an ordinance amending Section 1.1402 of the Round Rock
Code of Ordinances regarding the discharge of firearms in the city
limits (First Reading) This will allow the Police Department to
conduct Law Enforcement Explorers training annually.

History: Law Enforcement Explorers is for young people aged 14-21 who are in good
standing in high school, have no criminal record, and who have an interest in
learning about law enforcement as a possible career. Explorers learn about the
law, court procedures, police patrol techniques, and organizational skills.
During the summer of 2001, the Police Department conducted its first annual
competition for Law Enforcement Explorers. The daylong event at the Rabb
House drew Explorer Posts from across the state. Explorers were graded on their
performance at simulated traffic stops, domestic violence situations, crime scene
examination, and firearms. The Round Rock Post placed second during this
competition. This ordinance will allow the discharge of BB guns and pellet guns
when training for or participating in a competitive event.
