AN ORDINANCE ESTABLISHING A CERTIFICATION AND
EDUCATIONAL INCENTIVE PAY PLAN FOR FIREFIGHTERS,
AUTHORIZING SUCH PAY FOR FIREFIGHTERS WHO MEET
CERTAIN ELIGIBILITY CRITERIA, SETTING AMOUNTS AND
CONDITIONS FOR SUCH PAY; PROVIDING FOR A SAVINGS
CLAUSE AND REPEALING CONFLICTING ORDINANCES.
WHEREAS, Chapter 143, Texas Local Government Code, Section
143.044(b) allows the Round Rock City Council to authorize
certification pay to those firefighters who meet the requirements
for certification set by the Commission on Fire Protection
Personnel Standards and Education, provided that each firefighter
in the municipality is afforded an opportunity to qualify for
certification; and
WHEREAS, Chapter 143, Texas Local Government Code, Section
143.044(c) allows the Round Rock City Council to authorize
educational incentive pay for each firefighter who has successfully
completed courses at an accredited college or university, provided
that the criteria for educational incentive pay are clearly
established, are in writing, and are applied equally to each
firefighter in the municipality who meets the criteria; and
WHEREAS, Chapter 143, Texas Local Government Code, Section
143.044(d) states that such pay shall be in addition to the regular
pay received by firefighters; Now, Therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS:
I.
Certification Pay
That a Certification Pay Plan is hereby established for
firefighters, and pay under such plan shall be paid in the
following amounts and under the following conditions.
Certification pay will only be made to personnel who are not
required by their position in the fire department to hold such
certification(s).
Certain designated positions provide additional monthly
compensation to incumbents for attaining level(s) of certification
in one discipline above that which is required for the position
held. The listed compensation levels are cumulative amounts:
Intermediate $30.00 per month
Advanced $40.00 per month
Master $50.00 per month
Firefighters who are issued certifications by the Texas
Commission on Fire Protection shall receive such certification pay,
subject to approval by the Fire Chief of appropriateness for
position.

Firefighters who are issued certifications by the Texas
Department of Health shall receive such certification pay, subject
to approval by the Fire Chief of appropriateness for position.
II.
Educational Incentive Pay
That an Educational Incentive Pay Plan is hereby established
for firefighters, and pay under such plan shall be paid in the
following amounts and under the following conditions. Educational
incentive pay will only be made to firefighters who obtain the
following academic education:
1. The amount of $50.00 per month shall be paid to persons
(i) holding an associate degree from an accredited
college or university or having a minimum of sixty (60)
hours from an accredited college or university; and (ii)
offering satisfactory proof of being currently enrolled
in an accredited college or university working towards a
bachelors degree.
2. The amount of $100.00 per month shall be paid to persons
holding a bachelors degree from an accredited college or
university.
3. The amount of $150.00 per month shall be paid to persons
holding a masters degree from an accredited college or
university.

III.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
C. The City Council hereby finds and declares that written
notice of the date, hour, place and subject of the meeting at which
this Ordinance was adopted was posted and that such meeting was
open to the public as required by law at all times during which
this Ordinance and the subject matter hereof were discussed,
considered and formally acted upon, all as required by the Open
Meetings Act, Chapter 551, Texas Government Code, as amended.

vote of all the Council members present, the requirement for
reading this ordinance on two separate days was dispensed with.

History: Section 143 allows the governing body of a municipality to authorize certification
pay assignment pay to those fire fighters who meet the requirements for
certification set by the Commission of Fire Protection Personnel Standards and
Education provided that each fire fighter is afforded an opportunity to qualify.
Our proposal meets this requirement. See attached document. The certification
pay is in an amount and is payable under conditions set by ordinance and is in
addition to the regular pay received by members of the fire department.
Section 143 allows for the authorizing of educational incentive pay for each fire
fighter provided that the criteria for educational incentive pay are clearly
established, are in writing, and are applied equally to each fire fighter who meets
the criteria. Our proposal meets this requirement. The educational incentive pay
is in an amount is is payable under conditions set by ordinance and is in addition
to the regular pay received by members of the Fire Department.
