G-01-10-11-11A1 - 10/11/2001ORDINANCE NO. 6- 01- /0- 11- //i?/ AN ORDINANCE ADOPTING THE HOTEL OCCUPANCY TAX BUDGET OF THE CITY OF ROUND ROCK, TEXAS FOR FISCAL YEAR 2001-2002. WHEREAS, the City of Round Rock collects a seven (7) percent tax on hotel/motel rooms, and WHEREAS, the tax money is to be spent for promoting tourism and the arts, and WHEREAS, a proposed 2001-2002 budget for Hotel Occupancy Tax funds is attached as Exhibit "A" which provides for expenditure of the funds in a manner in compliance with Section 1.1809 of the City Code (1995 Edition) , and WHEREAS, the entities desiring funding have provided written information to the City of Round Rock, attached as Exhibit "B," that indicates which scheduled activities, programs, or events offered by the entity will directly enhance and promote tourism, and the convention and hotel industry, Now Therefore BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: That the attached 2001-2002 Hotel Occupancy Tax Budget is hereby approved and the disbursements shown thereon are hereby authorized. ::ODMA\WORLDOX\0:\WDOX\ORDINANC\010927A3.WPD/sc The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Ordinance was adopted was posted and that such meeting was open to the public as required by law at all times during which this Ordinance and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. We are making this request under the Arts category. - Dave Alexander and the Legends of Western Swing and Jim _ Gough and the Cosmopolitan Cowboys are held in high regard _ among practitioners of the art of Western Swing. Both bands - have musicians that played with Bob Wills Texas Playboys. There are few of those people left. It is our purpose to keep alive - and pass on the tradition of western swing music and especially Texas western swing music and dance. _ Last years event was sold out at 240 seats, this year we will rearrange for seating of 330. - Members of the Western Swing Society have already - reserved forty tickets. Couples from California, New Mexico, Oklahoma joined members from all over Texas last year. These people arrive dressed in western attire, stay in local hotels and - enhance our knowledge of western swing dance. - Our contracts require 10 hotel rooms for band members. This event will hopefully support the Holiday Classic Basketball tournament totally as years go by. We demonstrate our viability under this category by our prior 20 -year history, and by our sold -out houses for the majority of our performances. Item 1 Operating Expenses: Ticket revenue is not sufficient to maintain the theatre $5000 complex year-round. Operating costs are closely controlled, but outside support is necessary. Electric, insurance, printing, royalty, set construction and postage are the major expenditures, in that order. There are no staff expenses, as we are a 100% volunteer organization. Item 2 Repairs to Annex and Outdoor Areas: The "Annex" is the free-standing $2000 building next to the theatre, which we use as a general Lobby, refreshment area, for Gala's, and for restroom facilities. Together with the outdoor areas immediately outside the theatre, this is often the first point of visitation for guests at the theatre, and we hope to always maintain it in an attractive and safe state. Although general and periodic maintenance occurs out of our general operating funds, the Annex is currently in a state where some more major work is required. The most major area of improvement is an upgrade in plumbing. The flow in the toilets has been irregular over the last season, and unfortunately this situation has been exacerbated by the recent construction of the street, park and parking lot adjacent to the theatre. Pipes have been crushed (and subsequently repaired), but with the effect that a great amount of detritus has found its way into the pipes of the annex. In addition, the toilet fixtures themselves are old and becoming unreliable. In addition other smaller repair projects are needed. The building has become out of level, resulting in doors that stick, and discontinuities in the joints that encourage the entry of pests. The outdoor decks and stairways are also in need of repair. We are particularly concerned about the stairs and handrails leading to the theatre itself. Many elderly patrons rely on the safety of these facilities, and we insist on maintaining them properly. Finally, we hope to finally complete our project of handicapped access to the theatre. Item 3 Electrical and electronic equipment upgrade and repair: Last season we spent $1000 an inordinate amount of money on repair of very old theatre lights. We had several cases in which lights misbehaved during performances, which is an occurrence to be prevented at all costs. These occurrences were due solely to the fact that the lights in question are on their last legs (and have been for several years!) We intend to replace and upgrade some of our theatre lighting to a modern and dependable state. It is impractical to do so all at once, but we must begin the process this year. The theater owns a computer system which currently is used for sound effect generation. Over the next several seasons we intend it to be used also for controlling stage and theatre lighting, and for tracking reservations. This system requires upgrades and maintenance in order for it to continue to grow in its role. Our backstage monitoring system completely broke down this season — we were forced to do without it for 3 of our 4 mainstage productions — a very large problem for a well-run theatre. This is the system which allows actors and stage personnel. backstage and outside to be aware of what is happening onstage, both by audio speakers positioned in the Annex, courtyard and backstage, and by a video camera/monitor system. These systems MUST be made serviceable again. Item 4 Publicity for Educational Initiatives: In past seasons, our mainstage productions $300 of "Our Town" and Shakespeare's "A Midsummer Night's Dream" formed a part of our "Partners in Education" program, in which we publicized the productions to Middle and High Schools, and offered discounted tickets for students who see the play in furtherance of their English or Drama classes. As a result of this program, many Austin and Round Rock area students saw these productions, and in addition, groups from as far away as Laredo have come to town to view the productions. This season we will repeat this program with our production of Oscar Wilde's "The Importance of Being Earnest". In the Round Rock Independent School District this play has been required reading for Seniors for the past several years. This fine organization has provided theatre training and performance opportunities to dozens of Round Rock's youth this past year. It has provided them with a wholesome and constructive place to go, fellowship with their peers who share a love of the theatre, and adult supervision and training to enhance their theatrical education and experience.
