G-01-08-09-12D4 - 8/9/2001ORDINANCE NO. 0' 01- 0E-09- /2D'l AN ORDINANCE AMENDING CHAPTER 9, SECTION 9.1817, CODE OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS, TO PROHIBIT PARKING DURING CERTAIN TIME PERIODS ON PLANTATION COVE, AND A PORTION OF PLANTATION DRIVE; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, THAT: I. Section 9.1817(3), Code of Ordinances, 1995 Edition, City of Round Rock, Texas, is hereby amended to read as follows: (3) School Parking Zones (c) When signs are erected giving notice thereof, no person shall stop, stand, or park a vehicle between the hours of 7:00 a.m. and 8:15 a.m. and between the hours of 2:30 p.m. and 3:30 p.m. on any day that Old Town Elementary School is in session, on a portion of Plantation Drive (southbound) from FM 3406 to 632' south of FM 3406. The prohibitions provided for in this Section shall expire and become null and void at 12:01 a.m. on January 1, 2002. (d) When signs are erected giving notice thereof, no person shall park a vehicle between the hours of 7:00 a.m. and 8:15 a.m. and between the hours of 2:30 p.m. and 3:30 p.m. on any day that Old Town Elementary School is in session, on Plantation Cove. The prohibitions provided for in this Section shall expire and become null and void at 12:01 a.m. on January 1, 2002. II. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. Consider an ordinance prohibiting parking during certain time periods on Plantation Court, Plantation Cove, and a portion of Plantation Drive. (Second Reading) The first reading of the ordinance was approved on July 26, 2001. Resource: Jim Nuse, Public Works Director Tom Word, Traffic Engineer History: Staff has received numerous requests regarding the safety of children whose parents use the Plantation Cove as a drop off and pick up area for the elementary school. After our engineering evaluation, it was determined that this practice poses a safety hazard to children and a congestion factor to residents in the immediate area. Staff is recommending that an ordinance be established that would prohibit stopping, standing, or parking during school zone hours for Plantation Court, Plantation Cove and Plantation Drive from FM 3406 to Tarlton Lane. Funding: Cost: $280 Source of funds: Operating Budget Outside Resources: N/A Impact: Will provide improved mobility for school traffic and residents of immediate area with less congestion to affected streets under the no parking ordinance.
