G-01-06-14-15C1 - 6/14/2001ORDINANCE NO. -0/-0641/45C/ AN ORDINANCE GRANTING A PARTIAL EXEMPTION FROM AD VALOREM TAXES FOR CERTAIN QUALIFIED HISTORICALLY SIGNIFICANT PROPERTIES LOCATED WITHIN THE CITY LIMITS OF ROUND ROCK, TEXAS; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, THAT: I. That the owners of the following real properties, described in Exhibit "A" attached hereto, have complied with Chapter 11, Section 11.419, Code of Ordinances (1995 Edition), City of Round Rock, Texas. II. That the real properties described in Exhibit "A" be granted an exemption of seventy-five percent (75%) of the assessed value of the structure and land for the year 2001, pursuant to the provisions of said Section 11.419. III. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. Consider an ordinance granting a partial exemption from ad valorem taxes for certain qualified historically significant properties located within the city limits of Round Rock. (First Reading) Resource: Joe Vining, Planning Director History: On May 22, 2001, the Historic Preservation Commission recommended approval of partial tax exemptions for 55 historic properties. All applications met the criteria for preservation and maintenance according to Section 11.419(7) of the City of Round Rock Zoning Ordinance. The partial tax exemption program was created in 1988. The program encourages owners of historic properties to use money saved on taxes to provide regular maintenance and/or repair to their structures. The overall benefit to Round Rock is the long term preservation of the city's historic resources. Under the program, property owners receive a 75% exemption on city property taxes. The program does not exempt county or school district taxes. Funding: N/A Cost: The City of Round Rock will forgo $29,070 in municipal property tax revenue due to the partial tax exemption program. Outside Resources: N/A Impact: The City of Round Rock will forgo $29,070 in municipal property tax revenue due to the partial tax exemption program. Benefit: The overall benefit to Round Rock is the long term preservation of the city's historic resources. Public Comment: Applicants were given the opportunity to address the Historic Preservation Commission on May 22, 2001. A public hearing concerning the partial tax exemption for historic properties is scheduled for the June 14, 2001 City Council meeting. Applicants and the general public were notified of the hearing.
