G-01-04-12-13D1 - 4/12/2001ORDINANCE NO. 0-0 -Q'�-��—`4 AN ORDINANCE AMENDING THE CODE OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS, CHAPTER 3, SECTION 3.901(2) TO ADOPT THE 1999 EDITION OF THE NATIONAL ELECTRIC CODE; AMENDING SECTION 3.901(7)(a) AND SECTION 3.901(7)(b) TO REFLECT ADOPTION OF THE 1999 EDITION OF THE NATIONAL ELECTRIC CODE; AMENDING SECTION 3.901(7)(c) TO REFLECT ADOPTION OF THE 1999 EDITION OF THE NATIONAL ELECTRIC CODE, AND TO CHANGE "SECTION 23" TO "SECTION 24;" AMENDING SECTION 3.901(7)(d) AND SECTION 3.901(7)(e) TO REFLECT ADOPTION OF THE 1999 EDITION OF THE NATIONAL ELECTRIC CODE; AMENDING SECTION 3.905 REVISING LICENSE AND EXAMINATION FEES TO REFLECT A THREE-YEAR PERIOD; AMENDING SECTION 3.906(6)(b) TO ADD A REQUIREMENT FOR JOURNEYMEN ELECTRICIANS; AMENDING SECTION 3.907(3)(a)(5)(iv) TO CORRECT A TYPOGRAPHICAL ERROR; AMENDING SECTION 3.907(5) BY DELETING SAME; AMENDING SECTION 3.907(6) BY RE -NUMBERING SAME TO SECTION 3.907(5); AMENDING SECTION 3.907(7) BY RE -NUMBERING SAME TO SECTION 3.907(6); AMENDING SECTION 3.909(3)(f) TO CORRECT A TYPOGRAPHICAL ERROR; AMENDING SECTION 3.909(3)(i) TO ALTER A MEASUREMENT; AMENDING SECTION 3.909(7) TO CORRECT TWO TYPOGRAPHICAL ERRORS; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. That Chapter 3, Section 3.901(2), Code of Ordinances (1995 Edition), City of Round Rock is hereby amended to read as follows: (2) National Electrical Code, NFPA 70 The National Electrical Code, NFPA 70 1999 Edition (hereinafter referred to as "NEC"), as amended herein, is hereby adopted as part of this Code to the same effect as if it were copied verbatim herein and shall be in effect except as it may be in conflict with the provisions of this Code. That Chapter 3, Section 3.901(7)(a),Section 3.901(7)(b), Section 3.901(7)(c), Section 3.901(7)(d), and Section 3.901(7)(e), Code of Ordinances (1995 Edition), City of Round Rock are hereby amended to read as follows: (7) Amendments to the National Electrical Code. 1999 Edition (a) Article 220, National Electrical Code, 1999 Edition, is hereby amended by deleting Section 22 and substituting the following: 220-22. Neutral Conductor Neutral conductors shall be of the same ampacity as the largest ungrounded conductor. (b) Article 240-24, National Electrical Code, 1999 Edition, is hereby amended by adding paragraph (e) which shall read as follows: (e) Location of Panel Boards or OVER CURRENT Devices Panel boards or OVER CURRENT devices shall not be located in bathrooms, closets or within six (6) feet of sinks, lavatories, water softeners, water heaters, washing machines, or similar fixtures. Panel boards will have the following minimum clearances: six (6) feet, three (3) inches of headroom; three (3) feet of walk-up clearance and thirty (30) inches minimum horizontal clearance with a minimum of six (6) inches on each side of enclosure. (c) Article 300, National Electrical Code, 1999 Edition, is hereby amended by adding Section 24 which shall read as follows: 300-24. Special Safety Measures (a) Except upon written permission of the building official, no electrical conductor of any nature shall be installed nearer than three (3) inches to any metal pipe or duct which could operate at temperature in excess of one hundred twenty (120) degrees Fahrenheit. (b) Thermostat, low voltage control wiring and communications cables in dwellings shall be protected from mechanical damage and shall maintain two (2) inches clearance from all other wiring and pipes. Thermostat, low voltage control wiring and communications cables shall be well strapped or supported with insulated staples or supports not to exceed four (4) feet spacing. 2. (d) Article 604, National Electrical Code, 1999 Edition, is hereby amended by adding Section 8 which shall read as follows: 604-8 Color Code (Manufactured Wiring Systems) All manufactured wiring systems shall be color coded according to Subsection 3.910 (6) (d) of the City of Round Rock Electrical Code. (e) Article 605, National Electrical Code, 1999 Edition, is hereby amended by adding Section 9 which shall read as follows: 605-9 Color Code (Office Furnishing Partition Systems) All office furnishing partition systems shall have their internal wiring systems color coded according to Subsection 3.910 (6) (d) of the City of Round Rock Electrical Code. III. That Chapter 3, Section 3.905, Code of Ordinances (1995 Edition), City of Round Rock is hereby amended to read as follows: 3.905 LICENSE AND EXAMINATION FEES The examination and license fees for the various classes of electricians, for a three-year period, shall be as follows: Southern Building Code Classification Original Conference International of Electrician License Renewal (SBCCI) Exam Fee Master Electrician $300.00 $225.00 $ 45.00 Journeyman Electrician $ 85.00 $ 75.00 $ 45.00 Journeyman Restricted $ 55.00 $ 45.00 $ 45.00 Inactive Master $ 45.00 Iv. That Chapter 3, Section 3.906(6)(b), Code of Ordinances (1995 Edition), City of Round Rock is hereby amended to read as follows: 3. (6) Qualifications (b) Journeyman Electrician: Candidates for said license shall: (i) be a high school graduate, or the equivalent thereof; and (ii) have a minimum of four (4) years' experience under the direct supervision of a Master Electrician. V. That Chapter 3, Section 3.907(3) (a) (5)(iv), Code of Ordinances (1995 Edition), City of Round Rock is hereby amended to read as follows: (3) Permit Application (a) Application for permits shall be made in writing upon forms provided by the Chief Electrical Inspector. The application shall contain the following information: (5) other pertinent information as required by the Chief Electrical Inspector. If a diagram or plan is required, it shall clearly show the following: (iv) The size of feeders and subfeeders; VI. That Chapter 3, Section 3.907(5), entitled "Expiration and Renewal," Code of Ordinances (1995 Edition), City of Round Rock is hereby omitted in its entirety. VII. That Chapter 3, Section 3.907(6), entitled "Reissued Permit," Code of Ordinances (1995 Edition), City of Round Rock is hereby re- numbered as Section 3.907(5). 4. VIII. That Chapter 3, Section 3.907(7), entitled "Duplicate," Code of Ordinances (1995 Edition), City of Round Rock is hereby re- numbered as Section 3.907(6). IX. That Chapter 3, Section 3.909(3) (f) and Section 3.909(3) (i) , Code of Ordinances (1995 Edition), City of Round Rock are hereby amended to read as follows: (3) Special Electrical Circuit Requirements The following additional requirements shall be met for all new construction: (fj Flexible metal conduit smaller than one-half (l) inch electrical trade size shall not be permitted. (i) All closets and storage areas that are over 48 inches (48") deep or more shall have a light switch. X. That Chapter 3, Section 3.909(7), Code of Ordinances (1995 Edition), City of Round Rock is hereby amended to read as follows: (7) Smoke Detector Systems Every dwelling and every dwelling unit within an apartment house, condominium or town house, and every guest or sleeping room in a child care facility, motel, hotel or dormitory, shall be provided with an approved listed smoke detector in accordance with the Texas Property Code, Section 92.251 et seq. Detectors shall be listed and meet the installation requirements of NFPA 74 and NFPA 72E and be hard wired with battery pack in series where all alarms will be activated. Smoke detectors shall be placed in each bedroom and in the upstairs and downstairs hallways as close to the stairwell, but as far from the kitchen as possible. 5. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. C. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Ordinance was adopted was posted and that such meeting was open to the public as required by law at all times during which this Ordinance and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended, and the Act.
