G-01-01-25-9C1 - 1/25/2001ORDINANCE NO. 6"01"O)"5_9C 1 AN ORDINANCE CREATING AN ECONOMIC DEVELOPMENT ADVISORY COMMISSION AND PROVIDING FOR TERMS OF APPOINTMENT, DUTIES, AND LIMITATIONS OF POWER AND PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS. WHEREAS, the Round Rock City Council wishes to establish an Economic Development Advisory Commission, and WHEREAS, the purpose of the Commission is to represent the community and make recommendations to the City Council on matters pertaining to issues relative to economic development in the City and surrounding area. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, THAT: I. 1.01 COMMISSION CREATED The City Council hereby creates a Commission to be known as the Economic Development Advisory Commission. The Economic Development Advisory Commission ("Commission") shall consist of up to nineteen (19) members, who reside or work within the city limits of Round Rock. Each member of the City Council shall appoint one (1) member to the Commission. The Round Rock Chamber of Commerce shall appoint seven (7) members to the Commission. Each of the following entities shall be invited to appoint one member to the Commission: Williamson County, Round Rock Independent School District, Round Rock Medical Center, TXU Electric & Gas, and the Round Rock Leader. 1.02 TERMS OF APPOINTMENT The Commission members shall hold office for one year or until the Council accepts their final report, whichever first occurs. Vacancies shall be filled by the entity K:\WPDOCS\ORDINANC\010125C1.WPD/sls which appointed the position then vacant for the remainder of the term. 1.03 ATTENDANCE REQUIREMENTS Commission members are encouraged to attend every called meeting possible. 1.04 CHAIRMAN; VICE-CHAIRMAN The Commission shall select from its members a chairman and vice-chairman at its first meeting following appointments. 1.05 RULES OF ORDER The Commission shall follow Roberts Rules of Order for conducting meetings; and, a quorum of nine (9) members must be present in order to conduct the business of the Commission. 1.06 COMMITTEES Committees may be appointed by the chairman as needed. 1.07 MEETINGS The Commission shall hold meetings when deemed desirable by the City's economic development consultant, Angelou Economics. All meetings must conform to the Texas Open Meetings Act. 1.08 DUTIES The duties of the Commission shall be as follows: (1) Ensure that Angelou Economics focuses on those economic development issues that are most critical to the City; (2) Develop a list of neighboring or competitive communities for benchmarking regarding economic development plans; (3) Assist in identifying additional stakeholders and a schedule and format for public input and participation; 2 (4) Review all information and materials developed by Angelou Economics and assist in the final report to the City Council for an economic development strategy action plan; and (5) To make recommendations on other economic development related issues. 1.05 LIMITATIONS (1) The Commission shall be advisory in nature and have no authority to obligate the City of Round Rock in any financial way nor shall the Commission have the authority to make expenditures of city funds. (2) The Commission shall not request any work done on its own authority nor promise the citizens that work will be done. 1.06 SUNSET PROVISIONS (1) This Ordinance shall be automatically repealed on December 31, 2001, or when the Council accepts the Commissioner's final report, whichever first occurs. II. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. Alternative 1. Consider an ordinance creating the Economic Development Advisory Commission. (First Reading) Resource: Nancy Yawn, Director, Public Affairs, Business Development History: At the January 11, 2001 City Council meeting, Angelos Angelou presented the Economic Development Strategy Act Plan and asked for seven appointments from the City Council. The Advisory Commission will consist of: seven City appointment and seven Chamber of Commerce appointments. The County will be asked to designate a representative as well as the Hospital and the School District. The General Manager of the Round Rock Leader and a representative from TXU will also be asked. Funding: Cost: $70,000 Source of funds: Outside Resources: N/A $45,000 — City of Round Rock general fund $25,000 — Round Rock Chamber of Commerce Impact/Benefit: The Advisory Commission will serve as a steering committee to guide the plan to completion.
