G-00-04-13-9A2 - 4/13/2000ORDINANCE NO. - 00- 07 13 -.9Rai AN ORDINANCE OF THE CITY OF ROUND ROCK, TEXAS, AMENDING ORDINANCE NO. G -00-02-24-10C1 WHICH PREVIOUSLY CALLED AN ELECTION FOR MAY 6, 2000 AND DESIGNATED ELECTION PRECINCTS AND POLLING PLACES FOR EARLY AND REGULAR VOTING, BY DELETING CERTAIN POLLING PLACES FOR EARLY AND REGULAR VOTING DUE TO ROUND ROCK INDEPENDENT SCHOOL DISTRICT'S CANCELLATION OF ITS MAY 6, 2000 ELECTION. WHEREAS, the City Council of the City of Round Rock, Texas, by Ordinance No. G -00-02-24-10C1 previously ordered a city election for May 6, 2000, for the purpose of electing Councilmember Place 3 and Councilmember Place 5 and for submitting to voters certain proposed amendments to the home rule charter of the city; and WHEREAS, such Ordinance No. G -00-02-24-10C1 designated election precincts and polling places for early and regular voting; and WHEREAS, some of such designated polling places for early and regular voting were Round Rock Independent School District locations which were so designated because Round Rock Independent School District had also called its election for May 6, 2000; and WHEREAS, those specific Round Rock Independent School District locations were Westwood High School and McNeil High School for early voting places, and Wells Branch Elementary School for an official election day polling place, and Westwood High School and K:\WPDOCS\ORDINANC\000413A2.WPD/jkg McNeil High School for official early voting polling places, and Westwood High School and McNeil High School for early voting by personal appearance and by mail; and WHEREAS, Round Rock Independent School District has duly canceled its election for May 6, 2000 because no proposition was to appear on its ballot and because each candidate on its ballot was unopposed for election to office; and WHEREAS, because of Round Rock Independent School District's cancellation of its election for May 6, 2000, the City Council of the City of Round Rock, Texas, hereby determines that it is no longer necessary to have the aforesaid locations designated as polling places for early and regular voting; BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, THAT: I. Ordinance No. G -00-02-24-10C1 is hereby amended as follows: A. Section I.2. is hereby deleted in its entirety and a new subsection is hereby adopted, which shall read as follows: 2. Robertson Elementary School, Gattis Elementary School, First Baptist Church, Round Rock High School, and Bluebonnet Elementary School are hereby designated as the official election day polling places; and Round Rock City Hall and Round Rock Independent School District Administration Building are hereby designated as the official early voting polling places for the May 6, 2000 election; and that the polling places and voting hours are detailed in the attached Order of Election. 2 B. Section I.4. is hereby deleted in its entirety and a new subsection is hereby adopted, which shall read as follows: 4. Early voting shall be conducted by personal appearance and by mail at the following places: Round Rock City Hall, 221 E. Main Street, 3rd Floor, Round Rock, Texas; Round Rock Independent School District Administration Building, 1311 Round Rock Avenue, Round Rock, Texas; and/or at such other places as shall be designated in writing by John Willingham, Williamson County Elections Administrator, and approved by the Williamson County Commissioners Court. During the period in which early voting is required or permitted by law, that being April 19 through April 28, 2000 and May 1 through May 2, 2000, the hours designated for early voting by personal appearance shall be as follows, and/or as otherwise designated in writing by John Willingham, Williamson County Elections Administrator, and approved by the Williamson County Commissioners Court: April 19 - April 28, 2000 (Weekdays) 8:00 a.m. - 5:00 p.m. May 1 - May 2, 2000 (Weekdays) 8:00 a.m. - 7:00 p.m. Round Rock City Hall, Round Rock Independent School District Administration Building April 22 and April 29, 2000 (Saturdays) 8:00 a.m. - 12:00 noon Round Rock City Hall, Round Rock Independent School District Administration Building Early voting clerks shall keep the early voting places open during all such hours for early voting by personal appearance. The Early Voting Clerk and manager of the central counting station shall be John Willingham, Williamson County Elections Administrator, and he shall appoint additional clerks as necessary to assist in early voting. II. All other provisions of Ordinance No. G -00-02-24-10C1 are hereby reaffirmed as originally adopted except as amended herein. All such provisions shall remain in full force and effect, save as 3 amended by this ordinance. III. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. C. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this ordinance was adopted was posted and that such meeting was open to the public as required by law at all times during which this ordinance and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended, and the Act. By motion duly made, seconded and passed with an affirmative vote of all the Council members present, the requirement for reading this ordinance on two separate days was dispensed with. Consider an ordinance amending Ordinance No. G -00-02-24-10C1 which previously called an election for May 6, 2000 and designated election precincts and polling places for early and regular voting, by deleting certain polling places for early and regular voting due to Round Rock Independent School District's cancellation of its May 6, 2000 election. (First Reading) Due to the Round Rock Independent School District not holding a May election an amendment to the ordinance calling the May 6, 2000 Election is needed. The locations for early voting will be: Round Rock City Hall, 221 East Main Street, 3rd Floor and Round Rock Independent School District Administration Building, 1311 Round Rock Avenue.
