G-99-11-09-9B1 - 11/9/1999ORDINANCE NO. c.7 ` 1 `I - 09"` 961 AN ORDINANCE AMENDING SECTION 3.100, CHAPTER 3, CODE OF ORDINANCES (1995 EDITION) FOR THE CITY OF ROUND ROCK, TEXAS, BY AMENDING SUBSECTION 3.101, TO AMEND SUBSECTION 1005.4.1 OF THE STANDARD BUILDING CODE, 1994 EDITION, REGARDING EXTERIOR EMERGENCY ESCAPE AND RESCUE OPENINGS; PROVIDING A SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR CODIFICATION; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. That Subsection 3.101, "Standard Building Code Adopted", Section 3.100, Chapter 3, Code of Ordinances (1995 Edition), City of Round Rock, Texas, is hereby amended to read as follows: 3.101 STANDARD BUILDING CODE ADOPTED WITH AMENDMENTS The Standard Building Code, 1994 Edition with amendments, one (1) copy of which shall be placed on file in the office of the city secretary of the City of Round Rock, Texas, is hereby adopted by reference and all regulations, parts, notations, references, and specifications therein are hereby adopted and made a part of this section except as deleted or amended hereafter, to -wit: Subsection 1005.4.1 of the Standard Building Code, 1994 Edition with amendments, is hereby deleted in its entirety and a new Subsection 1005.4.1 is adopted to replace it, said new Subsection 1005.4.1 being Subsection 1005.4.1 of the Standard Building Code, 1997 Edition with amendments, which reads as follows: 1005.4.1 Where required. Every sleeping room located on the first, second, and third story or within basements of Group R occupancies shall have at least one exterior emergency escape and rescue opening. Exceptions: 1. Buildings equipped with an approved automatic sprinkler system. 2. Sleeping rooms provided with a door to a corridor having access to two remote exits in opposite directions. The emergency escape and rescue opening may open onto a balcony within an atrium provided the balcony provides access to an exit and the dwelling unit or sleeping room has a means of egress which is not open to the atrium. II. A. All ordinances, parts of ordinance, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. C. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this ordinance was adopted was posted and that such meeting was open to the public as required by law at all times during which this ordinance and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended, and the Act. By motion duly made, seconded and passed with an affirmative vote of all the Council members present, the requirement for reading this ordinance on two separate days was dispensed with.
