DATE: December 10, 1996
SUBJECT: City Council Meeting, December 12, 1996
ITEM: 9. C. Consider an ordinance authorizing changes to the Texas Municipal Retirement
System (TMRS) pension plan for City employees. (First Reading)
STAFF RESOURCE PERSON: David Kautz
A change to the retirement program which covers all full-time City employees has been approved
by the Council in the current Operating Budget.
The change involves increasing the employee's contribution to the plan from the current 5% of pay
to 6% of pay. The City matches the employee contribution on a basis of 2 to 1.
The cost of the City's match is approximately $160,000 per year. The City has also budgeted a
1% increase in employee pay to help offset the employee's increased withholding.
This ordinance specifically provides:
6% deposit rate (as discussed above)
100% updated service credit
This feature updates an employee's retirement benefits more closely into line with
what they would be if the employee had made deposits to the plan during his tenure in
an amount equal to the average of deposits to the plan for the last three years.
70% increase to annuitants
This feature adjusts a retiree's benefits by 70% of the percentage change in the consumer price
index for each year which provides protection against inflation.
