AN ORDINANCE AMENDING THE GENERAL PLAN OF THE CITY
OF ROUND ROCK, TEXAS, ORIGINALLY ADOPTED IN SECTION
11.201(2), CODE OF ORDINANCES (1990 EDITION), CITY OF
ROUND ROCK, TEXAS, CURRENTLY CODIFIED UNDER SECTION
11.200, CODE OF ORDINANCES (1995 EDITION); SAID ORDINANCE
REPLACING "CHAPTER 7: TRANSPORTATION" WITH THE
"TRANSPORTATION MASTER PLAN," WHICH CONSTITUTES THE
CITY OF ROUND ROCK'S UPDATED TRANSPORTATION POLICY;
PROVIDING FOR A SAVINGS CLAUSE AND REPEALING
CONFLICTING ORDINANCES OR RESOLUTIONS.
WHEREAS, the "Transportation Master Plan" constituting the
City of Round Rock's updated transportation policy has been
presented for consideration to the City Council, and
WHEREAS, such "Transportation Master Plan" is intended to
replace "Chapter 7: Transportation" of the 1990 General Plan, and
WHEREAS, approval of such "Transportation Master Plan" as the
initial element of the General Plan revision is necessary since the
future roadway network is vital to a comprehensive study and full
understanding of the future land use, and
WHEREAS, the Planning and Zoning Commission held a public
hearing concerning the matter on the 18th day of November, 1998,
and
WHEREAS, after considering the public testimony received at
such hearing, the Planning and Zoning Commission has recommended
that the "Transportation Master Plan" be adopted, and
WHEREAS, on the 10th day of December, 1998, after proper
notification, the City Council held a public hearing on the matter,
and

WHEREAS, the City Council has determined that the
"Transportation Master Plan" should be adopted to replace "Chapter
7: Transportation" of the 1990 General Plan, and
WHEREAS, each and every requirement set forth in Section
11.204, Code of Ordinances (1995 Edition), City of Round Rock,
Texas, concerning public notices, hearings and other procedural
matters has been fully complied with,
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY
OF ROUND ROCK, TEXAS:
I.
That the General Plan originally adopted in Section 11.201(2),
Code of Ordinances (1990 Edition), City of Round Rock, Texas, and
currently codified under Section 11.200, Code of Ordinances (1995
Edition), City of Round Rock, Texas, is hereby amended to replace
"Chapter 7: Transportation" with the "Transportation Master Plan."
II.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
C. The City Council hereby finds and declares that written
notice of the date, hour, place and subject of the meeting at which
this Ordinance was adopted was posted and that such meeting was
open to the public as required by law at all times during which
this Ordinance and the subject matter hereof were discussed,

considered and formally acted upon, all as required by the Open
Meetings Act, Chapter 551, Texas Government Code, as amended, and
the Act.
Alternative 1.
By motion duly made, seconded and passed with an affirmative
vote of all the Council members present, the requirement for
reading this ordinance on two separate days was dispensed with.

13.B.3. Consider an ordinance adopting the Transportation Master Plan.
(First Reading) This measure adopts the Transportation Master Plan as
a key element of the General Plan. This plan replaces "Chapter 7:
Transportation" of the 1990 General Plan and constitutes the City's
updated transportation policy. Approval of the Transportation Plan as
the initial element of the General Plan revision is deliberate since the
future roadway network is vital to a comprehensive study and full
